Proposes an amendment to article IX, section 5, of the Constitution of the State of Hawaii, to require the Legislature to consider the effect of its actions on the price of housing in the State. (SD1)

Authorizes the issuance of general obligation bonds to be appropriated into and out of the rental housing revolving fund, dwelling unit revolving fund, and, contingent upon the enactment of S.B. No. 878 in any form, the home ownership housing revolving fund. Requires an amount of the funds appropriated out of the rental housing revolving fund be used to create permanent supportive housing units for chronically homeless individuals. (SD1)
Requires the court and the prosecution to take appropriate action to ensure a prompt trial in order to minimize the length of time a child abuse victim or minor witness must endure the stress of the child's involvement in the proceedings. (SD1)
Prohibits any law, ordinance, or rule from imposing an inclusionary zoning requirement on housing offered exclusively for sale in perpetuity to buyers who are residents of the State, are owner-occupants, and do not own any other real property.
Increases the rate of real estate conveyance tax for condominiums and single family residences ineligible for a county home-owner's exemption with a value of at least $2,000,000. Amends the calculation for the amount of conveyance taxes to be deposited into the rental housing revolving fund. Exempts from conveyance taxes documents and instruments conveying real property subject to a government assistance program approved and certified by HHFDC and used for the provision of affordable housing for qualified persons in the State. Effective 7/1/2050. (SD1)
Appropriates funds to the Hawaii technology development corporation to continue the small business innovation research program. Requires businesses that receive a small business innovation research grant award to return the award if they move their principal place of business out of Hawaii within five years. (SD1)
Appropriates funds for various capital improvement projects to be expended by the department of accounting and general services.
Prohibits advertising a public housing unit and housing subject to an owner or renter occupancy requirement under chapter 201H, Hawaii Revised Statutes, or chapter 206E, Hawaii Revised Statutes, for rental purposes and requires county police departments to enforce the prohibition. Does not apply to any state agency advertising or publicizing a housing program under chapters 201H, 206E, and 356D, Hawaii Revised Statutes. (SD1)
Requires the governor, lieutenant governor, members of the legislature, governor-appointed executive of each principal department, president of the University of Hawaii, superintendent of education, administrative director of the State, administrative director of the courts, and the administrator of the office of Hawaiian affairs to disclose any income of $1,000 or more received from a business or service, the name of the person or business from whom the income was received, date the income was received, and a description of the services or goods rendered. Appropriates funds to continue and expand health care apprenticeship programs at UH community colleges.
