Allows discussions between members of the state legislature and one or more members of a board, under certain conditions and prohibits any contrary law or rule.
Requires lobbyists and specified individuals to file two additional reports to the Hawaii State Ethics Commission, including one report on the second Friday in August and one report on the first Monday in November in general election years, similarly to the filing frequency that candidates and the treasurer of candidate committees are required to file pursuant to section 11-334, Hawaii Revised Statutes.
Requires health benefit plans supplemental to Medicare to include contributions equal to Medicare part D premiums effective 7/1/2019, in addition to Medicare part B premiums.
Establishes a task force to review the school impact fees law, the enforcement of the law, and recommend any necessary amendments. Appropriates funds for the administrative and operating expenses of the task force.

Amends the distribution of the transient accommodations tax by changing the amount distributed to the counties from a fixed sum to a percentage of the revenues collected. Ties the amount of revenue distributed to the tourism special fund to the Honolulu region consumer price index or a successor index.
Establishes procedures for the custody, inventory, and care of protocol gifts received by legislators on behalf of the State or either house of the legislature.
Abolishes or repeals certain non-general funds and transfers unencumbered balances to the general fund.

Authorizes certified athlete agents to pay for expenses of a student athlete and the athlete's family members, incurred before the signing of an agency contract, under specified conditions.
