Prohibits any law, ordinance, or rule from imposing an inclusionary zoning requirement on housing offered exclusively for sale in perpetuity to buyers who are residents of the State, are owner-occupants, and do not own any other real property.
Appropriates funds to the Hawaii technology development corporation to continue the small business innovation research program. Requires businesses that receive a small business innovation research grant award to return the award if they move their principal place of business out of Hawaii within five years. (SD1)
Appropriates funds for various capital improvement projects to be expended by the department of accounting and general services.
Prohibits advertising a public housing unit and housing subject to an owner or renter occupancy requirement under chapter 201H, Hawaii Revised Statutes, or chapter 206E, Hawaii Revised Statutes, for rental purposes and requires county police departments to enforce the prohibition. Does not apply to any state agency advertising or publicizing a housing program under chapters 201H, 206E, and 356D, Hawaii Revised Statutes. (SD1)
Appropriates funds to continue and expand health care apprenticeship programs at UH community colleges.
Bans the sale of beverage containers connected to each other with plastic connecting devices. Establishes fines. Establishes the plastic reduction special fund. Takes effect 1/1/2021. (SD1)
In a summary possession proceeding brought by a landlord against a holdover tenant: requires the court to address the complaint for summary possession during the first court appearance of the parties; prohibits a writ of possession from allowing the tenant more than fifteen days to vacate the premises; and specifies that the court shall expedite the proceeding so that the landlord is not unduly prejudiced by the delay.
Provides that a minor may consent to emergency shelter if a provider of no cost emergency shelter and services is coordinating with child welfare service.
Establishes the landlord-tenant courts.
Establishes and appropriates moneys for a medical respite pilot program to offer medical, nursing, psychiatric, and other care for homeless individuals after being discharged from a hospital. Requires the department of human services to submit an application for an amendment to the QUEST Integration section 1115 demonstration project to expand its QUEST Integration project to provide for the medical respite pilot program.
