RELATING TO HOMELESS INDIVIDUALS WITH SEVERE MENTAL ILLNESS.

Requires DHS to establish a task force on the implementation requirements for a pilot program to provide shelter and mental health treatment to certain homeless individuals. Exempts task force from certain provisions of HRS 92 for a limited time. Appropriates funds. (SB1051 HD2)

RELATING TO HUMAN SERVICES.

Appropriates funds for the Department of Human Services to purchase, staff, and operate two mobile outreach services to serve homeless persons; provided that one of the mobile outreach services shall be allocated to the county of Hawaii. Requires matching funds. (SB526 HD1)

RELATING TO SCHOOL-BASED HEALTH SERVICES.

Formally establishes the Hawaii Keiki: Healthy and Ready to Learn Program and Special Fund within the Department of Education. Appropriates funds for positions and a vision screening and eye assessment tool, and to implement, expand, and sustain the program. (SB1522 HD1)

RELATING TO HUMAN SERVICES.

Authorizes the Department of Human Services and the Department of Health to contract the services of dedicated capture managers responsible for securing grant and other funding opportunities for each department. Authorizes the Department of Human Services and the Department of Health to establish a three-year full time temporary exempt position to support the grant development program. Appropriates funds. RELATING TO SALARY OVERPAYMENTS.

Requires each department to deduct the department's total salary and wage overpayment from the department's budget request for the following fiscal biennium. Removes the 2year statute of limitations on determination and notice to an employee of salary and wage overpayment. (SB503 HD1)

Requires the Hawaii Climate Change Mitigation and Adaptation Commission to prioritize nature-based solutions in its climate change mitigation and adaptation efforts and assess risk transfer market mechanisms that promote investments in nature to reduce the risks of climate change.
