RELATING TO HOUSING.

Establishes the office of the affordable housing advocate to work with all state agencies that manage land to solve the housing shortage, and monitor, comment, and report on the State's production of affordable housing units, the development and implementation of laws, regulations, and policies relating to affordable housing. RELATING TO PUBLIC SAFETY.

Prohibits public establishments from denying shelter to any person when an emergency alert advises the public to immediately seek shelter during the establishments' normal business hours, under certain conditions. Clarifies that remuneration or expectation of remuneration paid to owners of private property for goods or services other than emergency access to land, shelter, or subsistence, including services or incidental commodities to the emergency access, does not void the exemption from civil liability afforded to these owners except where owners increase the sale price of the service or incidental commodities. RELATING TO AHUPUA‘A ‘O KAHANA STATE PARK.

Appropriates moneys to the Hawaii Housing Finance and Development Corporation for low-interest home construction and home improvement loans to holders of Ahupua‘a ‘O Kahana State Park residential leases. Lapses funds appropriated to the general fund on June 30, 2023. Effective 7/1/2050. (SD1)

RELATING TO THE LAND CONSERVATION FUND.

Removes the monetary cap for the amount of conveyance taxes collected that can be paid into the land conservation fund. Appropriates funds from the land conservation fund for resource land acquisition. Takes effect 12/31/2050. (SD1)

RELATING TO CHILDREN.

Requires the court and the prosecution to take appropriate action to ensure a prompt trial in order to minimize the length of time a child abuse victim or minor witness must endure the stress of the child's involvement in the proceedings. (SD1)

RELATING TO THE OFFICE OF THE LIEUTENANT GOVERNOR.

Expands the duties and responsibilities of the Lieutenant Governor to include managing and overseeing public tours of the state capitol, managing vacancies on boards and commissions, processing applications to serve on boards and commissions, and any other applicable administrative duties. RELATING TO THE LOW-INCOME HOUSING TAX CREDIT.

Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity loss do not apply with respect to claims for the state low-income housing tax credit. Appropriates funds to establish one position in the Hawaii Housing Finance and Development Corporation to oversee the Low-Income Housing Tax Credit Program.

RELATING TO THE KANEOHE BAY REGIONAL COUNCIL.

Requires the Department of Land and Natural Resources to provide administrative support to the Kaneohe Bay regional council. Requires that the chairperson be selected by the members on an annual and rotating basis. Requires the council to meet quarterly. Appropriates moneys to the Department for a 0.5 FTE staff position to assist the council during meetings. Effective 12/31/2050. (SD2)
