Establishes an ecosystem restoration commission to identify lands for environmental remediation and return ownership and control of those lands to the State, a county, or other entity.

Allows the usage of supplemental nutrition assistance program benefits by means of electronic benefits transfer cards in all cafeterias in four-year university and community college campuses in the University of Hawaii system.
Requires DLNR to establish a two-year pilot program to install sunscreen dispensers at Waikiki beach, Pupukea beach park, Wailea beach, and Honolua Bay beach to provide sunscreens without oxybenzone or octinoxate to visitors and educate visitors on the harmful effects of oxybenzone and octinoxate on the marine environment. Appropriates funds for the pilot program. Effective 12/31/33. (SD1)
Allows an advance directive to be a valid written request for a prescription to be self-administered for the purpose of ending an adult's life. Includes advanced practice registered nurses under the definition of "attending provider". Allows an attending provider to waive the counseling referral requirement. Allows an attending provider to perform duties through telehealth, under certain conditions. Requires health insurance policies and contracts issued after December 31, 2020, to provide coverage for services related to ending a patient's life.
Amends provisions relating to the distribution of government publications to require deposit of electronic or digital copies, unless printed copies are requested.
Sets a date for the transition of the Oahu region's health care facilities from the Hawaii health systems corporation to the department of health. Establishes a working group to develop a comprehensive plan that addresses all necessary components of such transition.
Establishes a digital identification pilot program to be implemented by the director of transportation and administered by the examiner of drivers for each county. Requires the director of transportation to acquire or develop a mobile application that displays digital identification required for drivers' licenses and civil identification cards. Repeals on June 30, 2021.
Requires mobile electronic device retailers to post written notice of state and county mobile electronic device laws and ordinances at the time of sale.
Requires the director of transportation to establish the autonomous vehicles testing program. Requires the program to authorize the testing of a vehicle in the State by an automated driving system. Exempts a vehicle with an engaged automated driving system from licensure. Provides protocol in case of an accident involving an autonomous vehicle. Requires a vehicle equipped with an automated driving system to be properly titled, registered, and insured. Preempts the counties from regulating the testing of autonomous vehicles that is in addition to regulation provided in state statute.
