Clarifies the scope of practice for licensed physical therapists to include the practice of dry needling. Requires the board of physical therapists to certify qualified licensed physical therapists to perform dry needling and designate requirements to perform dry needling. Allows the board of physical therapists to revoke or suspend a physical therapist's license for performing dry needling incorrectly, without proper training or certification, or in a manner that would likely harm a patient. Requires any public facility or entity that receives state or county funding and discovers a beehive or swarm on its property to contract with a beekeeper or pest control operator for removal and destroy the beehive only as a last resort. Effective 12/31/33. (SD1)
Repeals the ban on electric guns. Establishes a regulatory structure for the sale and transfer of electric guns and electric projectile guns by licensed persons. Allows for the use of electric guns for self-defense, defense of another person, and protection of property. Restricts the use, storage, transfer, and disposal of electric guns. Requires training and education on electric guns and electric projectile guns. Prohibits certain individuals from possessing and using electric guns and electric projectile guns. Prohibits the use of electric guns in the commission of crimes. (SD1)
Proposes an amendment to article X, section 6, of the Hawaii State Constitution to modify the appointment process for the Board of Regents of the University of Hawaii. Repeals the requirement that the Governor can only appoint from pools of candidates presented by the Candidate Advisory Council for the Board of Regents of the University of Hawaii.
Requires the Legislative Reference Bureau to develop a searchable electronic database of all reports to be submitted to the legislature as required by law or requested by concurrent resolution. Requires the Legislative Reference Bureau to inform the legislature of any annual or other reports required by law to be submitted to the legislature or requested by concurrent resolution that were not timely submitted. Requires reporting entities to submit a copy of all reports submitted to the legislature to the Legislative Reference Bureau. Appropriates funds. (SD1)
Adds two more members to the Stadium Authority that shall consist of a resident of Aiea or Halawa and a resident of Alii Plantation, Crosspointe, or Foster Village. (SD1)
Establishes a Department of Law Enforcement Services to consolidate the law enforcement functions, including security and service of process duties, of the Department of Land and Natural Resources, Department of Public Safety, and Department of Transportation.
Requires the Auditor to conduct a comprehensive performance audit of the University of Hawaii Community College system and report its findings to the 2021 legislature. Appropriates funds.
Requires the comptroller to cause any state building under its jurisdiction and with air conditioning to set the operating temperature at a temperature recommended by industry standards. Provides exemptions for specific facilities. (SD1)
Requires the Public Utilities Commission to establish preferential electricity rates for residential properties located within a one-mile radius of a utility scale wind energy facility. Requires the Public Utilities Commission to review and adjust the preferential rate, if necessary. (SD1)
