Authorizes a special procurement process for the procurement of goods and services. Requires the procurement policy board to establish rules and procedures for the special procurement process by December 31, 2021. Requires the head of a purchasing agency to prepare a procurement plan and submit the plan to the Attorney General or corporation counsel. Requires the head of a purchasing agency to electronically post, for at least one year, all contracts awarded through a special procurement process within seven days of the contract award. Requires and establishes deadlines for state facilities, except smaller facilities and facilities at Aloha Stadium, to implement cost-effective energy efficiency measures. Directs the Hawaii state energy office to collect utility bill and energy usage data for state-owned buildings and to make the data publicly available. Provides that certain agencies that perform energy efficiency retrofitting may continue to receive appropriations for energy expenditures at an amount that accounts for any costs or debt service for the implementation and management of energy efficiency measures. Beginning 7/1/2021, requires, where feasible and cost-effective, the design of all new state building construction to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce the carbon footprint of the project.
Designates the fourth Saturday in September as Public Lands Day.
Specifies that legislators and organizations with a current legislator on its governing board shall not be eligible to receive a grant pursuant to chapter 42F, Hawaii Revised Statutes. Effective 01/01/2022. (SD1)
Prohibits commercial shark tour operations from operating without a permit. Requires the department of land and natural resources to adopt rules to regulate commercial shark tours. Effective 1/1/2022. (SD1)
Increases from 1 parking space to 4 parking spaces the number of parking spaces that a place of public accommodation with at least one hundred parking spaces is required to offer by 7/1/2026. Removes the exemption that owners of multiple places of public accommodation may offer electric vehicle parking spaces based on the aggregate number of parking spaces available in their properties. Establishes notification requirements and fines for noncompliance.
Allows candidates seeking election to use campaign funds for child care and vital household dependent care costs under certain conditions. Effective 5/1/2029. (HD1)
Requires the Hawaii department of agriculture and agribusiness development corporation to annually lease at least 50% of land leased or up for lease renewal to operations whose primary business is, or supports, local food production beginning 1/1/2022. Requires the Hawaii department of agriculture and agribusiness development corporation to submit reports to the legislature on leasing activities. Requires the agribusiness development corporation and its board of directors to implement by 1/1/2023 the recommendations in the State Auditor's Report No. 21-01 and requires a progress report to the 2022 legislature and a final report by 12/31/2023. Requires the chairperson of the board of land and natural resources to establish a task force to make recommendations on how to allow public and private employees to work at least one day a week to protect the environment, reduce wear on infrastructure, decrease traffic congestion, and reduce motor vehicle accidents.
Increases the cigarette excise tax imposed on each cigarette sold in the State and allocates the increase in tax revenues to a cigarette litter abatement special fund. Provides that the cigarette litter abatement special fund shall be used to cover the costs of collecting and removing cigarette litter and providing outreach and education to curb improper cigarette litter disposal. Appropriates funds.
