RELATING TO THE WORKS OF ART SPECIAL FUND.

Allows the works of art special fund to be used to recognize and support local artists, including student artists and arts education programs in K-12 schools; and as administrative support for programs that support works of art and artists, including when state funds are required to obtain federal funding.

RELATING TO AFFORDABLE HOUSING.

Removes the construction completion deadline for the Leialii affordable housing project. Allows HHFDC to address historic preservation laws when funding is appropriated for each portion of the Leialii affordable housing project. Effective 7/1/2050. (HD1)

RELATING TO THE ENVIRONMENT.

Establishes clean ground transportation goals for state agencies on a staggered basis until achieving a 100 per cent light-duty motor vehicle clean fleet by 12/31/2035, and all light-duty motor vehicles in the State by 12/31/2045. Requires the procurement policy for all agencies purchasing or leasing medium- and heavy-duty motor vehicles to seek vehicles that reduce dependence on petroleum-based fuels that meet the needs of the agency, where feasible and cost-effective. Requires state and county agencies to purchase building materials that reduce the carbon footprint of the project for use on the construction of new roads, where feasible and costeffective.

RELATING TO PROGRAM AND BUDGET PERFORMANCE REVIEW.

Requires the director of the department of budget and finance to conduct program and budget performance reviews of all state agencies biennially. Requires the director of finance to submit a report of the findings to the legislature at the start of each legislative biennial.

RELATING TO TRANSPORTATION.

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Requires the department of Hawaiian home lands to develop a strategic plan to devise and implement long-term solutions for eliminating the waiting list for a home land lease with an emphasis on leveraging its trust resources, statutory powers, and other means of state funding and support to focus on lot development and distribution. The plans shall be based on a comprehensive assessment of the needs of the waitlist and with beneficiary consultation. Effective 7/1/3021. (HD1)

RELATING TO HELICOPTERS.

Requires commercial helicopter owners and operators to submit reports to the Department of Transportation about basic helicopter flight information. Requires the Department of Transportation to post reports regarding helicopters to its website.

RELATING TO EDUCATION.

Requires the department of education to develop a reorganization plan to provide students and schools with centralized transportation services. RELATING TO VOTING.

Allows an individual who is seventeen years of age but will be eighteen years of age on or before the next general election to register and vote at the primary election immediately preceding that general election and in any co-occurring or intervening special election. Takes effect upon ratification of an appropriate constitutional amendment. Effective 7/1/2112. (HD1)
