Requires each county to authorize construction for a specified number of new housing units between fiscal years 2023-2034 and 2033-2034. Repeals June 30, 2034.

Provides that any goods provided to any state agency by the correctional industries program shall be: (1) produced or manufactured by the program; or (2) pre-existing goods that are substantially altered or customized by the program for the purpose of facilitating use of the goods by a state agency.
Establishes a reuse policy working group to propose legislation on implementing a policy for state departments and agencies to reuse certain items such as electronic devices. Requires a report to the Legislature. Dissolves the working group on 6/30/2023.
Extends ohana zones pilot program to 06/30/2026. Appropriates funds for the continuation and stabilization of the program.
Authorizes the issuance of bonds and appropriates funds for plans and designs of a veterans' memorial, and replicas of the memorial on each neighbor island, as recommended by the Gulf War memorial task force.
Requires any report of a study or an audit enacted with a legislative appropriation or adopted by concurrent resolution and conducted by an executive department or agency, to be submitted to the Senate President, Speaker of the House of Representatives, chairs of the appropriate subject matter committee of each house, and the Legislative Reference Bureau library. Requires a public hearing or informational briefing within one year of receipt of the report, except under certain circumstances. Exempts financial and other regularly occurring audits. Requires state departments and agencies to submit a report to the Legislature on certain information regarding funded state programs enacted into law within a year of passage.
Adds two voting council members, representing the National Association of Industrial and Office Properties and the construction trade unions, respectively. Requires council members and the drafters of recommended state code amendments to disclose potential conflicts of financial interests. Requires the council to adopt the International Building Code every six years starting with the 2018 edition.
Endorses the Global Commitment outlined by the Ellen MacArthur Foundation and United Nations Environment Programme and directs the Office of Planning and Sustainable Development to set targets and implement policies to achieve the goals of the Global Commitment.
Requires the Department of Health to adopt rules requiring any property having more than 1 food establishment on the property to make available to customers restroom facilities or toilets, or both, and handwashing sinks.
Removes sugar and pineapple industries from the Hawaii State Planning Act.
