RELATING TO BOARDS AND COMMISSIONS.

Allows a board to conduct one private retreat per calendar year, provided that the board does not vote on any matter nor make decisions or deliberate on matters currently pending before the board or likely to arise before the board.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Aligns public utilities commissioners' salaries with the established pay tiers of deputy attorney general positions. Clarifies the ability of the commissioners to appoint and employ officers, assistants, and other employees. Requires the executive officer of the public utilities commission to appoint staff for each commissioner.

PROPOSING TO AMEND ARTICLE IV OF THE HAWAII STATE CONSTITUTION.

Proposes to amend Article IV of the Constitution of the State of Hawaii by inserting a new section that provides that, for the purposes of legislative reapportionment and redistricting, the term "permanent resident" means any person counted as residing in the State, according to the most recent census certified by the United States Census Bureau or any successor federal agency.

RELATING TO THE UNIFORM INFORMATION PRACTICES ACT.

Requires agencies to appoint an officer or employee to be responsible for ensuring that all requests for access to government records for which disclosure is required are complied with in a timely manner. Requires the appointed officer or employee for each agency to prepare a monthly report that identifies all the requests for access to government records each agency received.

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Requires the Hawaii Tourism Authority to prepare a form to be distributed to all travelers to Hawaii informing them of the mission of the department of Hawaiian home lands and including an option to contribute a sum earmarked for the development of infrastructure and residential lots on Hawaiian home lands.

RELATING TO FLOOD HAZARD MITIGATIONS.

Directs the Department of Land and Natural Resources Division of Forestry and Wildlife to conduct a study of flood hazards and stream management in Waiahole Valley. Appropriates funds to the Department of Land and Natural Resources.

RELATING TO AFFORDABLE HOUSING.

Establishes a residential leasehold program within the Hawaii Housing Finance and Development Corporation. Exempts from the definition of public lands, non-ceded lands set aside by the Governor or leased by any state department or agency to the Hawaii Housing Finance and Development Corporation, for the primary purposes of developing affordable housing. Removes the existing statutory cap on the amount of conveyance tax revenues that are deposited into the rental housing revolving fund each fiscal year. Appropriates funds.
