Transfers the enforcement of the "Made in Hawaii" trademark from the Department of Agriculture to the Department of Commerce and Consumer Affairs. Renames the "Hawaii Made" program to the "Made in Hawaii" program. Makes an appropriation.

Increases to $5,000,000 the maximum amount of total revenues collected by the Special Enforcement Section of the Department of Taxation that may be deposited into the Tax Administration Special Fund.
Allows an electric utility to own, operate, lease, plan, construct, install, maintain, and replace broadband facilities, including middle mile infrastructure, to help facilitate the development of and investment in broadband facilities and services to rural, unserved, underserved, and urban communities throughout the State. Increases fines for aquarium fishing violations. Clarifies that each ray or shark taken in violation of fishing rights and regulations constitutes a separate offense.
Amends penalties for violations of laws and administrative rules governing boating and ocean recreation by aligning penalties with the severity of the prohibited conduct. Clarifies that imposition of civil or criminal penalties does not preclude the imposition of administrative fines.
Prohibits the construction of new farm dwellings on agricultural park lots. Prohibits residence within an unpermitted farm dwelling. Authorizes inspections.
Appropriates funds for the construction and operation of non-chemical sunscreen dispensers on all state beaches to alleviate the damaging effects of chemical-based sunscreen on reef ecosystems.
Proposes a constitutional amendment to establish a President of Community Colleges who shall be appointed by the Board of Regents of the University of Hawaii.
Makes camper vans a type of transient accommodation, the rental of which is subject to the transient accommodations tax.
Establishes a Hawaii Community College System, to be governed independently from the University of Hawaii. Transfers jurisdiction over the State's community colleges from the University of Hawaii to the Hawaii Community College System. Effective upon ratification of a constitutional amendment providing for the establishment of a Hawaii Community College System.
