Creates the Medical Device Right to Repair Act. Requires manufacturers of powered medical equipment to make parts, equipment, tools, and documentation available to independent repair providers and purchasers of such equipment. Requires manufacturers to provide tools to repair equipment that costs $100 or more. Creates a right of action for violation of the chapter enforceable by the Attorney General.

Establishes, within the Office of Planning and Sustainable Development, a taskforce, advisory group, and consultant team to develop a coastal zone framework-development taskforce to develop a programmatic framework for a Hawaii next generation coastal zone management program. Directs the Department of Education to conduct a study for the inclusion of food hubs in the procurement strategy for the Aina Pono Hawaii State Farm to School Program. Effective 7/1/2050. (SD1)
Provides that, if the Commission on Water Resource Management fails to review a permit application relating to new water uses or new water sources for affordable housing development, and issue a decision on that application within the existing statutory period, the application is deemed to be approved. Convenes a Water Resource Management for Affordable Housing Development Working Group upon the initiation of a federal investigation or inquiry relating to the Commission on Water Resource Management to address the concerns raised by the investigation or inquiry. Requires the Auditor to submit a report on the effectiveness of this Act. Sunsets two years after the effective date of the Act.
Prohibits the sale, offer for sale, or operation of gasoline-powered leaf blowers. Increases the amounts of fines for offenses against leaf blower restrictions and provides for the forfeiture of gasoline-powered leaf blowers on a third violation. Removes the exemption on leaf blower restrictions for government agencies. Takes effect 1/1/2024.
Requires the Department of Human Services to work with the Department of Public Safety to establish a pilot visitation and family resource center at Waiawa correctional facility. Appropriates funds.
Establishes within the Department of Public Safety Reentry Office, a 5-year Recidivism Prevention Pilot Program, consisting of three components: the housing voucher program, child care voucher program, and income tax credit for employers to assist the reentry efforts of certain individuals who exited from the Women's Community Correctional Center, for two years after the exit. Establishes five Transition Navigator positions (5.00 FTE) within the Department of Public Safety Reentry Office. Appropriates funds.
Requires the Hawaii Broadband and Digital Equity Office to: (1) collect certain data from communications service providers, (2) determine performance standards for broadband service in the State, and (3) publish a publicly available web-based broadband infrastructure and service map that identifies geographic areas based on the data collected. Establishes the criteria for the Hawaii Broadband and Digital Equity Office to consider in determining and designating unserved and underserved areas.
Directs the Hawaii Housing Finance and Development Corporation to conduct a study of county ordinances on housing finance and development. Makes an appropriation. (SD1)
Requires the State Rent Supplement Program to open its statewide waiting list and provide rent supplements to two hundred additional qualified tenants. Appropriates an unspecified amount of funds for the program, including funds for one full-time equivalent (1.0 FTE) Public Housing Specialist II position within the Hawaii Public Housing Authority.
