RELATING TO SCHOOLS.

Requires certain unlicensed but accredited private schools to annually submit health and safety documentation to the Hawaii Council of Private Schools, or Catholic Schools Hawaii, as the case may be, to meet the definition of "private schools" under the compulsory attendance law. (SD1)

RELATING TO CONDOMINIUMS.

Requires condominium associations to allow members or their proxies to vote by mail and attend and cast votes in association meetings through the Internet, teleconference, or other electronic transmission technology. Ensures the provision of copies of printed audit trails. (SD1)

RELATING TO PHARMACY BENEFIT MANAGERS.

Addresses and defines pharmacy benefit manager practices. Creates enforcement authority by the Insurance Commissioner to suspend or revoke a pharmacy benefit manager's registration and impose fines. Repeals the requirement for the Department of Health to enforce the terms of private contracts pertaining to pharmacy benefit managers. Effective 1/1/2050. (SD2)

RELATING TO HOMELESSNESS.

Ensures the continued existence of the low-income tiny home projects developed pursuant to the Governor's 2015 or 2018 emergency proclamations related to homelessness, or any supplemental proclamations to these emergency proclamations, by exempting the projects from certain laws for the duration of the underlying state land leases. Establishes the low-income tiny home village pilot program to provide shelter and certain services to low-income and homeless individuals. Effective 12/31/2050. (SD2)

RELATING TO HEALTH.

Defines "clinical laboratory director" to include certain physicians, or advanced practice registered nurses, licensed clinical laboratory scientists, or pharmacists for the purpose of certain tests or examinations. Amends the definition of "practice of pharmacy" to include the ordering and performing of certain Clinical Laboratory Improvement Amendments-waived tests. Effective 1/1/2050. (SD2)

RELATING TO CHILD WELFARE SERVICES.

Expands the investigative power of the Department of Human Services to include: children who have been adopted or have been placed in legal guardianship, whose adoptive families or legal guardians are receiving federal or state financial assistance; and children in the foster care system for whom there is a pending petition for adoption or for whom an adoption decree has been issued but the children have not yet been placed in the custody of the adoption petitioner. Requires the Department of Human Services to submit a report to the Legislature on the impact of expanding home visits to families receiving adoption assistance or legal guardianship assistance before the convening of the Regular Session of 2027. Establishes a two-year Crisis Mobile Outreach Team Pilot Program within the Department of Health to expand and support existing crisis response services and programs for at-risk youth. Requires the Department of Health's Child and Adolescent Mental Health Division to submit a report to the Legislature on its findings and recommendations arising from the pilot program before the Regular Session of 2024. Appropriates funds to the Department of Health and the Department of Human Services. Repeals the pilot program on 6/30/2024. Effective 12/31/2050. (SD2)

RELATING TO SEARCH AND RESCUE.

Requires government entities to seek reimbursement for search and rescue expenses for persons who require rescue after leaving a hiking trail to enter a prohibited area or hiking on a trail closed to the public. Effective 7/1/2050. (SD2)

RELATING TO TELEHEALTH.

Clarifies reimbursement for services provided through telehealth via an interactive telecommunications system. Defines "interactive telecommunications system". Clarifies that, for services furnished for purposes of diagnosis, evaluation, or treatment of a mental health disorder to a patient in their home, interactive telecommunications may include audio-only communication in certain circumstances. Repeals 07/01/2027. Effective 01/01/2050. (SD2)
