Includes certain law enforcement administrators and employees of the Department of Law Enforcement as class A members of the pension and retirement systems and provides guidance for the computation of retirement benefits similar to police officers.

Revises the Mixed-Income Subaccount within the Rental Housing Revolving Fund by modifying the priority list for project funding and adding new project priority criteria. Authorizes fund transfers between the Mixed-Income Subaccount without legislative approval. Authorizes conveyance tax revenues deposited into the Rental Housing Revolving Fund to be transferred to the Mixed-Income Subaccount. Appropriates funds. Effective 7/1/2050.
Clarifies the registration process for beekeepers with the Department of Agriculture and Biosecurity. Requires the Department of Agriculture and Biosecurity to provide guidance and support to registered beekeepers to help beekeepers adhere to certain industry standards and best management practices. Requires the Department of Agriculture and Biosecurity to conduct a study of agricultural markets for Hawaii farmers. Requires a report to the Legislature. Appropriates funds for the one-year study of agricultural markets for Hawaii farmers. Replaces the five-year period during which the sales price of a rent-to-own dwelling unit shall remain fixed with an option period established by the Hawaii Housing Finance and Development Corporation. Effective 7/1/2050.
Establishes the Dwelling Unit Revolving Fund Equity Program as a permanent program to be administered by the Hawaii Housing Finance and Development Corporation. Authorizes the Hawaii Housing Finance and Development Corporation to purchase equity in for-sale housing development projects for qualified residents of the State using moneys in the Dwelling Unit Revolving Fund to lower the initial purchasing price. Establishes equity repayment requirements. Effective 6/29/2050.
Prohibits a home care agency or person with a financial interest in the home care agency from providing home care services to a client if the home care agency or person owns or leases the client's residence.
Requires condominium association directors and officers to complete certain educational requirements within ninety days of election or appointment. Establishes a regulatory framework for the licensure of condominium association managers.
Establishes the Board of Education Internal Audit Office to conduct program and fiscal evaluations of the Department of Education's key strategic initiatives to identify program improvements and provide other benefits. Requires the Board of Education to establish a standing committee with a scope that includes audit-related responsibilities. Appropriates moneys.
Adds the penalty of vehicle impoundment to violations of reckless driving and for failure to present a valid driver's license, motor vehicle or liability insurance identification card, or certificate of registration.
