RELATING TO THE COLLEGE SAVINGS PROGRAM.

Establishes a state income tax deduction for eligible contributions made to a college savings program established under chapter 256, Hawaii Revised Statutes. Effective 6/30/3000. Applies to taxable years beginning after an unspecified date. (HD1)

RELATING TO ALCOHOL.

Expands the definition of "beer" under the liquor tax laws and liquor laws to mean any alcoholic beverage containing no less than 0.5 per cent alcohol by volume obtained by fermentation of any infusion or decoction of malt or any substitute, including alcohol seltzer beverages and excluding sake, cooler beverages, and other distilled products. Authorizes brewpubs to sell beer they manufacture, or beer manufactured on their premises, subject to certain conditions. Effective 6/30/3000. (HD1)

RELATING TO SEARCH AND RESCUE.

Requires government entities to seek reimbursement for all or a portion of search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, and there is a sign giving notice of the closure. RELATING TO OHANA ZONES.

Establishes positions within the Office of the Governor to be responsible for the deployment of the capital improvement funds appropriated by this Act. Appropriates funds for the ohana zones pilot program for expenses relating to operations, upkeep of facilities, provision of services, administrative costs, and the construction of facilities. Makes the ohana zones pilot program a government assistance program for purposes of a general excise tax exemption. Specifies that certain exemptions shall apply to the ohana zone construction. Effective 6/30/3000. (HD2)

RELATING TO TRANSPORTATION.

Increases the fines for violating provisions relating to the installation of noisy exhaust pipes and mufflers. Authorizes police officers to conduct examinations and inspections if the officer has probable cause to believe that a vehicle's excessively noisy muffler is evidence of a violation. RELATING TO TELEWORKING.

Requires and appropriates moneys for the department of human resources development to submit an annual report to the legislature on the telework policies of the executive branch. Establishes requirements for a pilot telework monitoring system to assess the productivity of telework employees. Appropriates funds for the annual report, pilot telework monitoring system, positions to manage the pilot telework monitoring system, and manager training. Effective 6/30/3000. (HD2)

RELATING TO TRANSPORTATION.

Conditions the issuance of a certificate of inspection upon a vehicle not being equipped with a noisy muffler or exhaust system. Requires rules regarding safety check inspections to ensure that a motorcycle, moped, or motor vehicle is not equipped with a noisy muffler or exhaust system. Suspends, revokes, or refuses renewal of a permit for an official inspection station upon a third or subsequent wilful violation of any rule regarding inspecting a noisy muffler or exhaust system. Increases the maximum fine for violating noisy muffler and exhaust system laws. Includes repairing or installing a noisy muffler or exhaust system as a prohibited practice for motor vehicle repair laws. Effective 6/30/3000. (HD1)

RELATING TO GRANTS-IN-AID.

Requires organizations to obtain legislative approval prior to the disposition of land that was acquired using state grants, but only if the land was acquired after the enactment of this Act. Effective 6/30/3000. (HD1)

RELATING TO SUBMISSION DEADLINES.

Requires the Governor and state agencies to recommend a date by which statutorily required reports must be submitted to the Legislature, and to identify any reports that should not be subject to that uniform date and the reasons therefor. Requires the Governor to propose legislation to implement the proposed deadline and streamline existing reporting requirements by repealing or consolidating any duplicative, obsolete, or extraneous reports. Effective 6/30/3000. (HD1)

RELATING TO BUDGET-RELATED REPORTS.
