Requires the Department of Human Services to designate a new category of services composed of adult day care and adult day health care for the purposes of Medicaid reimbursement; establish Medicaid per diem reimbursement rates for providers of adult day care and adult day health care of not less than $80 and $95, respectively; establish standard assessment criteria for Medicaid coverage for admitting a candidate to adult day care or adult day health care; and prescribe rules that prohibit managed care organizations contracting with med-QUEST from terminating or modifying an existing provider network contract solely on the basis of a provider's change of ownership or ownership structure.

Requires that Hawaiʻi Housing Finance and Development Corporation housing projects include a restrictive covenant that states that the units designated as affordable housing, as described in the submitted project application, shall remain as affordable housing in perpetuity.
