Requires a wastewater treatment plant to test sewage sludge and any other residual material for the presence of perfluoroalkyl and polyfluoroalkyl substances. Requires the Department of Health to adopt administrative rules for the safe disposal and sequestration of sewage sludge and other residual material that contain any amount of perfluoroalkyl and polyfluoroalkyl substances. Prohibits the issuance or renewal of permits if testing yields perfluoroalkyl and polyfluoroalkyl substances in sewage sludge or other residual material on land used for agronomic purposes, on land where drainage tiles have been installed, on land that drains into waters of the State, or land in a five hundred-year floodplain.

Beginning with the 2025-2026 school year, requires the Department of Education to include the teaching of financial literacy in grades nine through twelve. Requires students in grades nine through twelve to complete one course in financial literacy before graduation. Requires the Board of Education to provide professional development to teachers who are teaching financial literacy courses. Requires the Board of Education to adopt administrative rules to implement financial literacy education curriculum and regularly review the financial literacy curricula plan. Authorizes the Board of Education to consult with other state and county agencies, private entities, and nonprofit organizations to disseminate information on financial literacy education resources.
Requires the Department of the Attorney General to assist with the preparation and filing of petitions for assisted community treatment and with the presentation of the case, unless declined by the petitioner.
Requires the Department of Education to assign school security personnel at all schools and facilities where students are present and determine the appropriate number of security personnel for each school. Requires the Department of Education to establish and adopt hiring and training requirements for school security personnel.
Prohibits the construction, modification, or expansion of any waste or disposal facility for hazardous waste or solid waste on land that is near or above a significant aquifer as determined by the Department of Health, in consultation with the Commission on Water Resource Management.
Makes an emergency appropriation to provide funds for the Department of Health to implement quality improvement recommendations at the Hawaiʻi State Hospital. Declares that the general fund expenditure is exceeded.
Requires providers of no cost emergency shelter and related services to take steps to ensure pertinent youth obtain and receive services from the juvenile justice or child welfare systems and maintain separation for unrelated adults and minor children. Amends the definition of "provider" as it relates to entities eligible to provide no cost emergency shelter and related services to consenting minors.
Requires the Board of Education to adopt rules for facility maintenance. Requires that the condition of Department of Education facilities be periodically evaluated.
Requires the Executive Office on Aging to create a comprehensive long-term care master plan to accomplish long-term care policy goals that, when implemented, ensure the availability of a full continuum of institutional and community-based services. Establishes a long-term care planner position within the EOA to oversee the development and implementation of the long-term care master plan. Requires the EOA to submit a report to the Legislature. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds.
