Beginning on 7/1/2024: (1) requires that state supplemental payment for type 1 adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes not exceed a certain amount, and (2) requires that the state supplemental payment for type II adult residential care homes not exceed a certain amount.

Beginning 1/1/2028, prohibits the operation of leaf blowers or string trimmers that are powered using two-stroke engines. Establishes penalties to be enforced by the Department of Health.
Removes from the standard condominium proxy form the option of giving a proxy vote to the board of directors of a condominium association as a whole or to directors present at the meeting. Requires a disclosure statement on the standard condominium proxy form informing unit owners that an association may direct elections by electronic, machine, or mail voting.
Increases the monthly needs allowance from $50 to $75. Clarifies that the needs allowance is not intended to replace or affect funds received from the federal supplemental security income program. Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks. Requires the department of human services to perform an annual review of the needs allowance. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds.
Requires the Department of Human Services to develop a safe parking program allowing unsheltered persons who sleep in their vehicles to park overnight on state lands. Requires a report to the Legislature.
Prohibits any person from charging any fees on a transient accommodation or resort time share vacation interest, plan, or unit that were not disclosed before the time of purchase. Requires a person to clearly and conspicuously display in each advertisement for a transient accommodation or resort time share vacation interest, plan, or unit a rate or price that includes all fees to be charged at the time of purchase. Requires any taxes and fees that are displayed as a percentage of the cost on a booking transaction also be displayed as a dollar amount at the time of purchase.
Amends the state and county contributions to the Hawaiʻi Employer-Union Health Benefits Trust Fund for employees hired after 6/30/2024.
Establishes an annual tax credit for qualified physicians who actively practice medicine in rural areas of the state.
Requires the Real Estate Commission (Commission) to receive and investigate complaints by condominium unit owners against associations that are subject to chapter 514B, Hawaiʻi Revised Statutes. Requires the Ombudsman to issue findings within an unspecified number of days after a complaint is filed with the Ombudsman against the Commission regarding the Commission's foregoing duties.
Requires the Department of Education to submit annual reports to the Legislature on prior attendance at early learning programs for students entering kindergarten. Repeals standardized assessment requirements for students entering kindergarten.
