Makes financial exploitation of an elder by a caregiver a class felony. Defines "caregiver", "elder", and "financial exploitation".
Appropriates funds to the department of human services to create one full-time program specialist position within the adult protective and community services branch to oversee the foster grandparent program and senior companion programs in Maui county.
Increases the rate of real estate conveyance tax for properties with a value of at least $2,000,000. Amends the calculation for the amount of conveyance taxes to be deposited into the rental housing revolving fund.
Permits portions of the common areas of a planned community association to be conveyed, subjected to a security interest, or dedicated to the appropriate county or to the State, if at least eighty per cent of the members of an association agree in writing to that action. Limits the ability of the board of directors to impose excessive regular assessments or special assessments, except in emergency situations, without the approval of a majority of the members of an association.
Establishes the Waiakea Peninsula Redevelopment District, Planning Committee, and Revolving Fund.
Authorizes a county with a population greater than 500,000 to extend the county surcharge on state tax to December 31, 2047. Requires a county that uses the surcharge on state tax for a mass transit project to submit quarterly progress reports to the legislature. Permits counties to use the surcharge on state tax for infrastructure for affordable housing and transit-oriented development. Authorizes the legislature to hold revenues collected from the surcharge on state tax for county use by concurrent resolution. Deducts twenty-five per cent of the amount from the gross proceeds of a county's surcharge on state tax for costs associated with handling the assessment, collection, and disposition of the county surcharge on state tax, and the construction of transit-oriented development and other related transportation projects.
Establishes a single-payer universal health care insurance system and establishes the state health care insurance planning and financing authority to determine the costs of the system, necessary financing methods, and transition mechanisms. Requires that the functions, rights, powers, duties, and appropriations of the Hawaii health authority, DLIR as they relate to the prepaid health care act, and Hawaii employer union health benefits trust fund be transferred to the state health care insurance planning and financing authority. Specifies requirements regarding the state health care insurance planning and financing authority membership, membership appointment, voting, and duties. Repeals the Hawaii health authority. Appropriates funds to the state health care insurance planning and financing authority to establish and operate the single-payer universal health care insurance system.
Allows consumers to obtain unpasteurized milk by entering herdshare agreements with producers.
Allows the counties to set a county minimum wage at a rate higher than the state minimum wage rate and a reduced county minimum wage rate for minors under eighteen that is at least 80 percent of the county minimum wage rate. Increases the minimum wage by $1.00 each year until 2023 to reach $15.10 per hour.
Exempts veterans who are establishing certain new business entities in this State or registering for a trade name from all registration fees for a period of four years from the filing date of the business entity or trade name registration.
