Removes limits on the fees assessable by the counties for motor vehicle registration. Allows the counties to use the funds collected from such fees towards the beautification of highways and disposal of abandoned and derelict vehicles.

Establishes a single-payer universal health care insurance system and establishes the state health care insurance planning and financing authority to determine the costs of the system, necessary financing methods, and transition mechanisms. Requires that the functions, rights, powers, duties, and appropriations of the Hawaii health authority, DLIR as they relate to the prepaid health care act, and Hawaii employer union health benefits trust fund be transferred to the state health care insurance planning and financing authority. Specifies requirements regarding the state health care insurance planning and financing authority membership, membership appointment, voting, and duties. Repeals the Hawaii health authority. Appropriates funds to the state health care insurance planning and financing authority to establish and operate the single-payer universal health care insurance system.

Appropriates funds to the department of human services to create one full-time program specialist position within the adult protective and community services branch to oversee the foster grandparent program and senior companion programs in Maui county.
Establishes a pilot program to generate revenue through the lease of University of Hawaii land for public purposes. Requires that the parcels of land be located within a county-designated transit-oriented zone, a one-half-mile radius of public transit stations, or a one-half-mile radius of any rail transit extension beyond the rail transit route approved as of January 1, 2017. Authorizes moneys in the University of Hawaii real property and facilities use revolving fund to be used for new construction and upgrade of university facilities. Requires the university to report to the legislature. Makes an appropriation for the pilot program.
Requires the strategic plan developed by the Hawaii Interagency Council for Transit-oriented Development to require that every development or redevelopment plan for any state property within one-half mile of the Honolulu rail transit system evaluate the suitability for affordable housing based on certain specifications, unless the council determines that housing is not feasible or desirable on a particular property. Allows a developer to build fewer housing units than required at one state parcel if the developer builds additional housing at another state parcel within one-half mile of a rail station to offset the reduction. Authorizes the issuance of general obligation bonds and appropriates funds from the issuance of those bonds for plans and design for a Waikiki Aquarium master plan to address public health, safety, compliance, and infrastructure issues; and repair, maintenance, improvement, and resilience needs.
Establishes and funds a State Public-Private Partnership Coordinator position within the Department of Business, Economic Development, and Tourism to manage public-private partnerships entered into by the State and associated contracts, proposals, and negotiations, except public-private partnerships entered into by the Hawaii Public Housing Authority.
