Requires that owner-builders provide proof of withholding of applicable taxes and that workers' compensation insurance were provided to those contracted to work on the exempt buildings and structures. Makes conforming amendments to section 444-9.1(c), HRS, relating to fines for violating the owner-builder exemption.

Increases the fine to not more than $1,000 for passing or overtaking a school bus on a state highway while the bus is stopped and its visual signals are turned on.
Beginning January 1, 2019, allows manufacturers of investigational drugs, biological products, or devices to make available such drugs, products, or devices to terminally ill patients under certain conditions.
Requires the Department of Transportation to develop a traffic reduction plan to reduce traffic congestion across the State by 2025.
Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within a sea level rise exposure area. Takes effect on 11/01/2018.
Requires persons convicted of animal cruelty to register with the attorney general. Requires animal shelters, animal breeders, and pet stores to check whether an individual has been convicted of animal abuse when the individual applies to work or volunteer, or purchases or adopts an animal. Establishes penalties. Prevents persons convicted of animal cruelty from possessing, owning, or working in close proximity to animals. Requires police officers to be trained in identifying and investigating animal abuse.
Prohibits riders and passengers under ten years of age on motorcycles and motor scooters. Amends requirements for child passenger restraints in motor vehicles. Requires rear facing child safety seats for children under two years of age. Raises fines for violations.
