Amends statutory provisions relating to quorum and voting requirements for service area boards on mental health and substance abuse. Designates service area boards on mental health and substance abuse within the department of health for administrative purposes. (CD1)
Expands the renewable fuel tax credit cap by lowering the production threshold and expanding the types of renewable fuel eligible for the credit. Applies to taxable years after 12/31/2017. (CD1)
Amends the definition of "quality assurance committee" to include committees established by long-term care facilities, skilled nursing facilities, assisted living facilities, home care agencies, hospices, and authorized state agencies. Allows for the creation of a quality assurance committee outside of a single health plan or hospital. (CD1)
Beginning January 1, 2021, bans the sale, offer of sale, or distribution in the State of any sunscreen that contains oxybenzone or octinoxate, or both, without a prescription issued by a licensed healthcare provider to preserve marine ecosystems. (CD1)
Requires the legislative reference bureau to conduct a sunrise analysis of the impacts of and best framework for the establishment of paid family leave. Requires a report and proposed legislation be submitted to the legislature by 9/1/2019. Appropriates funds. (CD1)
Replaces criminal penalties for certain airport offenses addressed in the State's aeronautics laws or in certain administrative rules or orders issued pursuant thereto with fines. (CD1)
Extends the sunset date of Act 65, Session Laws of Hawaii 2013, which provides a limited exemption to the licensing requirements for certain individuals in situations when an electric utility must retain qualified individuals to work with high voltage (600 volts or higher) who are not licensed in the State but are otherwise deemed qualified by the electric utility. Requires the board of electricians and plumbers to submit reports to the legislature regarding high voltage electrical contractors. Takes effect on 6/29/2018. (CD1)
Allows boards, under Hawaii' Sunshine Law, to provide a copy of the public notice of a meeting to the Office of the Lieutenant Governor or appropriate county clerk's office via electronic mail. (CD1)
Makes permanent the regulation of athletic trainers. (CD1)
Establishes requirements for licensure by endorsement for physicians, surgeons, and osteopathic physicians beginning on 12/31/2018. Appropriates moneys. (CD1)
