Requires the Hawaiʻi Housing Finance and Development Corporation or an eligible developer to prepare an environmental impact statement for any proposed housing project on lands zoned as preservation or conservation by the applicable county.

Prohibits the mining, extraction, and removal of minerals from the seabed in all state marine waters. Prohibits the issuance of any permit for or in connection with the development or operation of any facility or infrastructure associated with the mining, extraction, or removal of minerals from the seabed within state marine waters. Effective 6/30/3000. (HD1)
Requires Department of Land and Natural Resources to establish a Visitor Green Fee Program to collect fees from nonresidents via a license to use state natural and cultural resources, to be used for the protection, restoration, and care of Hawaiʻi's natural, cultural, and outdoor recreational resources and build the resilience of these resources against the impacts of climate change and local threats. Establishes the Hawaiʻi environmental legacy commission to rank project applications and make recommendations to the Board of Land and Natural Resources concerning the allocation of Visitor Green Fee Program Funds. Establishes the Hawaiʻi Environmental Legacy Special Fund. (SD1)
Allows the Department of Land and Natural Resources to expend the moneys from the State Parks Special Fund for programs aimed at environmental protection.
Requires all health insurers in the state, including medicaid managed care programs, to cover annual mental health wellness examinations.
Requires the Department of Agriculture, in collaboration with the Hawaiʻi Interagency Council on Homelessness; Department of Land and Natural Resources, Division of Forestry and Wildlife; and Department of Health, Food Safety Branch; and in consultation with the County of Maui Axis Deer Task Force, to develop and implement a plan to expand the meat processing and distribution capacity in the State to allow for meat from axis deer and other wild game to be processed for distribution by nonprofit food distribution services by 7/1/2024. Appropriates moneys to the University of Hawaiʻi for the acquisition of the Saint Francis School campus located at 2707 Pamoa Road in Honolulu.
Establishes a state income tax deduction for eligible contributions made by residents of the State into the HI529Hawaiʻi's College Savings Program.
Establishes a career and technical education working group to strengthen career and technical education in the State's public schools. Makes an appropriation.
Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaiʻi State Planning Act to improve the quality of life for residents and visitors. Defines green infrastructure. Requires the Office of Planning and Sustainable Development, in partnership with the greenhouse gas sequestration task force, to submit a report to the Legislature.
