Expands the Hawaiʻi Public Housing Authority's State Rent Supplement Program for Kupuna to provide homeowners insurance premium assistance to housing owners who rent or lease to qualified kupuna a mortgaged property located within certain lava zones, as identified by the United States Geological Survey. Makes permanent the State Rent Supplement Program for Kupuna.

Appropriates funds to the Department of Education to strengthen student transportation services for Hawaiʻi's public school system.
Beginning 1/1/2025, requires homeowners insurers to establish a loss-control program aimed at reducing the risk of the loss or mitigating damage to the insured property caused by the peril of fire, including fire caused by wildfire, lava, or both, with discounted premium rates for policyholders who implement certain loss-control measures. Requires the Insurance Commissioner to adopt rules.
Requires certain owners and occupants of properties located in hazardous fire areas to maintain effective firebreaks within thirty feet of the property and to practice other fire prevention activities. Establishes the Community Fuels Reduction Project to be administered by the Department of Land and Natural Resources. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation to the Department of Land and Natural Resources for the Community Fuels Reduction Project. Beginning with fiscal year 2025-2026 and each fiscal year thereafter, requires the Department of Land and Natural Resources to establish the Community Fuels Reduction Project as a separate line item within the Department's budget.
Prohibits loitering at schools and public property within 200 feet of a school. Prohibits obstructing a building, walkway, public passage, road, highway, sidewalk, or structure of a school or a public property within 200 feet of a school.
Requires defendants convicted of causing the death or disability of a parent or legal guardian of a minor child by the operation of a vehicle while under the influence of an intoxicant to make restitution in the form of financial support to each child of the victim.
Exempts medical and dental services provided by health care providers to patients who receive Medicaid, Medicare, or TRICARE benefits from the general excise tax. Applies to taxable years beginning after 12/31/2024.
Appropriates funds to the Department of Transportation to implement the recommendations of the statewide Mobility Management Task Force established pursuant to Act 214, Session Laws of Hawaiʻi 2013, in consultation with the Aging and Disability Resource Center of the Executive Office on Aging and other stakeholder groups.
Appropriates funds to the Department of Land and Natural Resources for the continuation of the Green Jobs Youth Corps.
