Establishes an Expanded Crisis Intervention and Diversion Activities Program within the Department of Health to expand existing activities to divert those with mental health issues to appropriate health care services. Defines "crisis intervention officer". Authorizes a person believed to be imminently dangerous to self or others by a law enforcement officer to be transported to a facility designated by the Director of Health. Declares that the general fund expenditure ceiling is exceeded. Makes appropriations for the Expanded Crisis Intervention and Diversion Activities Program and certification of law enforcement officers in mental health first aid and crisis intervention team model. Requires each county board of water supply or water board to prioritize the sustainable recharge of aquifers, ensure the health of watersheds, and, when allocating water for new development, prioritize the development of affordable housing over other types of development. Provides that these requirements shall not be construed to affect allocations of water for agricultural purposes or developments under the Hawaiian Homes Commission Act, 1920, as amended.

Prohibits condominium associations from assessing, demanding, or seeking reimbursement from a unit owner for the association's total and final legal fees in excess of 25% of the original debt amount sought by the association. Takes effect 7/1/2040. (SD1)
Authorizes qualified successors of at least twenty-five percent Hawaiian blood quantum of beneficiaries on the waiting list who died before receiving a lease to file a claim for a lease award within four years of the effective date. Requires the Department of Hawaiian Home Lands to adopt rules within two years of the effective date. Takes effect on either the date of the Secretary of the Interior's notification that congressional approval of this Act is unnecessary, or on the date of consent by the United States Congress. (SD1)
Establishes under the Department of Health a Smoking Sensor Rebate Program, which offers a rebate for installation of smoking sensors to detect smoking within smoking-prohibited areas.
Establishes a WAI policy coordinator and other positions within the Department of Land and Natural Resources for coordination of Red Hill WAI initiatives. Creates the Red Hill Remediation Special Fund. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds. Takes effect 7/1/2050. (SD1)
