Requires Liquor Commissions or Boards to deny any renewal for a liquor license if the applicant for renewal has violated any provision of the Intoxicating Liquor Law under chapter 281, Hawaii Revised Statutes, on three separate occasions during the twelve-month period preceding the renewal application date.

Requires defendants convicted of causing the death of a parent or legal guardian of a minor child by the operation of a vehicle in a negligent manner while under the influence of drugs or alcohol to make restitution in the form of financial support to each surviving child of the victim.
Adds a minimum penalty and amends the maximum penalty per violation of the State Water Code, expands the types of potential violations of the State Water Code, and makes each day that a violation exists or continues to exist a separate offense. Requires the Commission on Water Resource Management to consider certain factors when imposing penalties. Makes the setting, charging, and collecting of administrative fines by the Commission on Water Resource Management mandatory, rather than discretionary.
Provides that complex area superintendents have the authority to implement the farm to school and farm to school meals programs. Requires certain school cafeteria supervisors to report directly to complex area superintendents. Establishes school cafeteria supervisor positions. Establishes the Hawaii start-up business loan program. Establishes the Hawaii start-up business loan program special fund. Requires DBEDT to submit an annual report to the Legislature regarding the program. Appropriates funds.
Establishes and appropriates funds for a three-year New Wastewater System and Individual Wastewater System Technology Demonstration and Implementation Pilot Program within the University of Hawaii at Manoa Water Resources Research Center. Requires the University of Hawaii at Manoa Water Resource Research Center to submit reports to the Legislature. Appropriates funds.
Defines "residential zone" for purposes of leaf blower restrictions to include residential districts, apartment districts, and business mixed use districts.
Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of retirement benefits if the retirant is employed as a school resource officer or investigator in positions identified by the Department of Education or the Department of the Attorney General, respectively, as a labor shortage or difficult-to-fill positions, subject to certain conditions. Requires the Director of Human Resources of the appropriate state jurisdiction or the human resources management chief executive of each county to include in their annual reports to the Legislature, details on the employment of retirants as school resource officers or investigators.
Appropriates funds to the University of Hawaii at Manoa to establish three additional permanent mental health practitioner positions within the Division of Student Success' Counseling and Student Development Center.
Authorizes the Department of Law Enforcement to establish traffic cameras and issue a citation by mail for certain violations of traffic-related laws. Establishes that intentional destruction or damage to a traffic camera is a class C felony.
