REQUESTING THE SENATE STANDING COMMITTEE AND HOUSE OF REPRESENTATIVES STANDING COMMITTEE WHOSE PURVIEW INCLUDES CONSUMER PROTECTION TO CONVENE A LEGISLATIVE WORKING GROUP TO PROVIDE RECOMMENDATIONS FOR FAMILY NOTICE AND STANDARDIZED CONSENT PROVISIONS FOR PRE-NEED CONTRACTS GOVERNING CREMATION.

Maddy summarySCR 44 is a concurrent resolution requesting Hawaii's Senate and House consumer protection committees to form a working group. The group will develop standardized consent procedures for families regarding metal surgical implants (like gold or platinum) that remain after cremation, as current practices vary. The working group will review mortuary operations, propose definitions for these implants, recommend contract language for pre-need cremation agreements, and study revenue from selling implants. This aims to ensure families receive clear notice and consent before implants are disposed of or sold. The resolution does not create new law but seeks recommendations by November 2025.
