Expands the authorized uses of funds collected from school impact fees to include spending on new school facilities, purchase of completed construction for school use, and improvement of existing school structures.
Requires by the end of the 2017-2018 school year, that all public schools, public charter schools, and the University of Hawaii and its divisions, campuses, and institutions have automated external defibrillators situated in a permanent location on campus. Requires the University of Hawaii and public and charter schools that have an athletic trainer to have an automated external defibrillator available at each sporting event. Requires the automated external defibrillators to be maintained and tested regularly. Clarifies that an athletic trainer or faculty member who administers an automated external defibrillator shall be considered to be doing so without remuneration or expectation of remuneration for purposes of immunity from civil liability.
Requires the Department of Agriculture to establish a pilot pesticide treatment coupon project and a little fire ant site map for the county of Hawaii. Requires report to the Legislature on project implementation. Appropriates funds.
Extends the time period in which the department of agriculture may certify important agricultural lands qualified agricultural cost tax credit.
Raises the age of passengers prohibited from riding in the bed of a pickup truck under certain conditions from twelve or under to under eighteen years of age. Deems passengers in the bed of a pickup truck to have assumed the risk of injury or death from an accident or injury occurring while the vehicle is in operation.
Prohibits smoking in a motor vehicle in which a minor is present. Requires the Department of Health to report on the enforceability of the prohibition and coordination of data collection efforts of the respective law enforcement agencies.
Amends Act 223, SLH 2015 to extend the sunset of the refundable food/excise tax credit for two years to 12/31/19.
Prohibits the expenditure of state funds by state agencies for the purchase of single-serving bottled water, except under certain circumstances.
Authorizes a terminally ill adult with the capacity to make an informed health care decision to request a prescription for aid in dying medication from their attending physician to facilitate a peaceful death. Establishes that an attending physician determines a terminally ill adult's capacity to make an informed health care decision. Establishes that medical aid in dying does not constitute euthanasia, suicide, homicide, elder abuse or neglect, or cause a person to be considered a danger to self. Protects physicians who assist patients in obtaining aid in dying medication from civil or criminal liability. Makes it a felony to coerce an individual to request medication for the purpose of ending his or her life or to conceal a rescission of such request.
Appropriates funds for the P4C Program of the University of Hawaii Uehiro Academy for Philosophy and Ethics in Education and for teachers of the Department of Education to train with the P4C Program.
