RELATING TO PAYDAY LENDING.

Transitions from lump sum deferred deposit transactions to installment-based small dollar loan transactions. Specifies various consumer protection requirements for small dollar loans. Beginning 1/1/2019, requires licensure for small dollar lenders that offer small dollar loans to consumers. Specifies licensing requirements for small dollar lenders. (SD2)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Clarifies the interests that must be represented by members of the Hawaii Community Development Authority representing community development districts. Requires the president of the senate and the speaker of the house of representatives to nominate representatives of the several community development districts to the Hawaii Community Development Authority, and requires those representatives to be nominated only as a resident representative or a small business owner or nonprofit organization representative, but not both. Effective 7/1/2050. (SD1)

RELATING TO MEDICATION SYNCHRONIZATION.

Allows the synchronization of plan participants' medications. Requires plans, policies, contracts, or agreements that are offered by health insurers, mutual benefit societies, and health maintenance organization and provide prescription drug benefits, to apply prorated daily cost-sharing rates for prescriptions dispensed by network pharmacies for less than a thirty-day supply. Repeals 7/1/2023. Effective 7/1/2050. (SD2)

RELATING TO LAW ENFORCEMENT.

Prohibits state law enforcement agencies from complying with federal immigration detainers or honoring requests for non-public information unless specifically required to do so by a warrant signed by a judge or federal, state, or local law. Takes effect 1/1/2050. (SD2)

RELATING TO AGRICULTURE.

Clarifies that the amount appropriated in Act 183, SLH 2017, shall be deposited into the food safety certification costs grant program special fund and that the same amount shall be appropriated out of the special fund for fiscal year 2018-2019. Effective 7/1/2050. (SD1)

RELATING TO METROPOLITAN PLANNING ORGANIZATIONS.

Requires that membership of each metropolitan planning organization policy board include at least one member of the senate and one member of the house of representatives from that metropolitan planning area. Effective 7/1/2050. (SD1)

RELATING TO MOVIE THEATERS.

Makes permanent the requirement for certain motion picture theater owners and operators to provide open movie captioning for at least two showings per week, one of which has a scheduled start time no earlier than 4:30 p.m. Repeals the requirement to provide an option of personal closed captioning screenings by means of lightweight eyewear. Effective 7/1/2035. (SD2)

RELATING TO TAXATION.

Changes income tax rates and eliminates state income tax for those at or below the poverty level for taxable years beginning after 12/31/17. Effective 7/1/2050. (SD1)

RELATING TO TOURISM.

Renames the convention center enterprise special fund as the convention center operations and maintenance special fund, repeals the allocation of transient accommodations tax revenues to that fund, amends the allowable uses of that fund, and adds a cap to the amount of moneys deposited into the fund. Defines administrative expenses as used in section 201B-11(c), HRS, as office equipment, salaries, and supplies. Caps the amount of money from the tourism special fund that can be used for research and sports marketing expenses. Redistributes transient accommodations tax revenue from the Hawaii tourism authority to different state agencies for certain purposes. (SD2)

RELATING TO GOVERNMENT.

Establishes the Mauna Kea Management Authority. Limits the number of telescopes that may be authorized on Mauna Kea. Authorizes the renegotiation of leases, subleases, easements, permits, and licenses pertaining to Mauna Kea. Requires that revenue derived from activities on Mauna Kea be shared with the Office of Hawaiian Affairs. Excludes Mauna Kea lands from the definition of "public lands". Provides for free access to Mauna Kea for traditional cultural purposes. Establishes police powers and provides for enforcement of laws on land under the jurisdiction of the Mauna Kea Management Authority. Appropriates funds. Effective 12/31/2033. (SD2)
