Includes Hawaii-grown green coffee, cherry coffee, and parchment coffee in the coffee labeling requirements. Requires coffee blend labels to disclose geographic origins and regional origins and per cent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted coffee, instant coffee, Hawaii-grown green coffee, cherry coffee, or parchment coffee that contains less than a certain percentage of coffee by weight from that geographic origin, phased in to a minimum of 51 per cent on or after 7/1/2022. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted coffee, instant coffee, Hawaii-grown green coffee, cherry coffee, or parchment coffee not produced entirely from green coffee beans grown and processed in Hawaii. Appropriates funds. Effective 7/1/2150. (HD1)
Implements the recommendations of the Hawaii Sea Level Rise Vulnerability and Adaptation Report issued by the Hawaii Climate Change Mitigation and Adaptation Commission. Makes an appropriation to the Department of Health to conduct a sea level rise mitigation review and report to the Legislature. Effective 7/1/2050. (HD1)
Strengthens campus safety and accountability procedures and protocols, including those relating to sexual harassment, sexual assault, domestic violence, dating violence, stalking, and related issues, at the University of Hawaii. Takes steps to extend those procedures and protocols to private institutions of higher education in Hawaii. (SD2)
Exempts affordable housing units, additions to existing dwelling units, accessory dwelling units, ohana dwelling units, and affordable housing projects developed by the Hawaii public housing authority from 50 per cent of school impact fee requirements. Effective 7/1/2025. (HD1)
Requires all state and state funded facilities, with certain exceptions, to have internet computer and wireless access filters to restrict access to pornography sites. Exempts state-owned housing and dormitories. Effective 1/1/2050. (HD1)
Beginning July 1, 2022, requires massage therapy licensees to complete twelve hours of continuing education within the two-year period preceding the renewal date, two hours of which shall include first aid, cardiopulmonary resuscitation, or emergency related courses. Effective 7/1/2050. (HD1)
Establishes a working group to consider and make recommendations on the scope of practice for acupuncturists. Effective 7/1/2050. (HD1)
Provides purchasers of time shares with rescission rights if there is a material change to the information contained in the disclosure statement. Requires developers to provide notice to the purchaser regarding any pertinent or material change made to the disclosure statement. (SD2)
Establishes billing requirements for unanticipated medical billing and unanticipated coverage gaps of patients for out-of-network emergency services received from non-participating providers. Requires the Insurance Commissioner to refer certain disputes between insurers and non-participating providers to an independent dispute resolution entity for binding arbitration. Effective 1/1/2021.
