Allows community rehabilitation programs for persons with disabilities to be considered qualified under the State's procurement code without requiring federal and state certification that authorizes the payment of a subminimum wage to workers in their program. Requires a qualified community rehabilitation program to maintain a certain disabled to non-disabled employee ratio. Effective 1/1/2050. (SD2)
Makes consistent the types of documents accepted as proof of domestic or sexual violence victim status.
Prohibits the manufacture, possession, sale, barter, trade, gift, transfer, or acquisition of detachable ammunition magazines with a capacity in excess of ten rounds, regardless of the type of firearm with which the magazine is compatible, except for magazines that was legally possessed prior to this Act. Prohibits the sale, barter, trade, gift, transfer, or acquisition, except by means of inheritance, of such large-capacity magazines. Makes an exception for possession and use by law enforcement agencies and officers. (SD2)
Requires the governor; DBEDT; and Hawaii state energy office to develop a strategic plan that outlines benchmarks to help achieve the statutory renewable portfolio standard goals and zero emissions clean economy target. Requires the Hawaii state energy office to submit the strategic plan before the Regular Session of 2022. Requires the chief energy officer to convene an advisory group. Appropriates funds. Provides veterinarians who provide emergency care to an animal immunity from civil liability in the absence of gross negligence. Provides veterinarians who render emergency treatment when there is no veterinarian-client-patient relationship, immunity from civil liability in the absence of gross negligence. Requires veterinarians to report to law enforcement events of animal injury, death, or abuse where there is reasonable cause to believe that it relates to dog fighting or animal abuse and gives veterinarians immunity from civil liability for making the reports.
