Prohibits discrimination, including in advertisements for rental property, in rental transactions based on participation in a section 8 housing choice program or any permanent supportive housing program or requirements related to participation in these housing assistance programs. Requires drug manufacturers to notify prescription drug benefit plans and pharmacy benefit managers if a proposed increase in the wholesale price of certain drugs would result in a sixteen per cent or more price increase over a twoyear period. Requires the drug manufacturer to identify and report to the insurance commissioner information on certain drugs whose wholesale acquisition cost increases by a certain amount during a specified time frame.
Prohibits roofing contractors from offering to pay, in any monetary form, an insured's property or casualty insurance deductible as an incentive to induce the insured to hire the contractor. Allows an insured to rescind a contract with the roofing contractor if an insurer notifies the insured that all or any part of a claim or contract is not a covered loss under the insured's insurance policy and requires the roofing contractor to return funds after the rescission, in certain circumstances. Requires roofing contractors to provide certain forms to an insured, prior to entering into a contract. Prohibits roofing contractors from representing or negotiating, or offering or advertising to do so, on behalf of an insured in an insurance claim. Specifies violations are unfair methods of competition and unfair or deceptive acts or practices. Effective 1/1/2050. (HD1)
Requires each county to adopt ordinances that require wind turbines and other wind-powered energy systems to be set back at least 10 feet for each 1 foot of the system's height, measured from the highest vertical extension of the system, from all property lines on any land classified as urban or rural land.
Requires retailers of household appliances to conspicuously display available energy efficiency rebates funded by the public benefits fee and state-specific energy operation costs. Requires the public benefits fee administrator to create and update the template to be used by retailers. Requires the Hawaii state energy office and administrator to give notice to retailers.
Authorizes advanced practice registered nurses, in addition to physicians, to practice medical aid in dying in accordance with their scope of practice and prescribing authority. Authorizes psychiatric mental health nurse practitioners and clinical nurse specialists, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient. Reduces the mandatory waiting period between oral requests from twenty days to fifteen days. Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period. (SD2)
