Requires a retail establishment with an employee toilet facility to allow a customer suffering from an eligible medical condition to use that restroom during normal business hours, under certain conditions. Exempts a retail establishment and employees from civil liability in allowing an eligible customer to use an employee toilet facility. Establishes fines.

Specifies that plans of correction and the status of corrective actions for care facilities shall be added to reports by the department of health within five working days. Clarifies, for reporting purposes, that the conclusion of an inspection occurs after the initial visit to a facility is completed.
Requires the board of directors of a condominium association to convene to consider and vote upon a request from a qualifying unit owner for reasonable accommodation to mitigate the effects of secondhand smoke from neighboring units. Provides for subsequent annual meetings on subsequent requests if previous requests are denied. Requires notices of meeting to the requesting unit owner and the owners of certain neighboring units. Authorizes a unit owner to pursue alternative dispute resolution if a request is denied for a second time.
Establishes overtime limitations for nurses, nurse aides, and respiratory therapists. Takes effect 1/1/2022.
Creates a task force jointly convened by the department of transportation and department of business, economic development, and tourism to provide equitable broadband access for historically marginalized, unserved, and underserved rural communities. Requires the task force to apply for federal moneys for broadband access. Requires the departments' report to include the findings of the task force and an accounting of amounts received from the CARES Act and Emergency Coronavirus Relief Act of 2020 and grants disbursed by the State for broadband infrastructure for rural communities. Provides ranked choice method of voting for all partisan primary elections, special elections, and nonpartisan general elections held in this State on or after 1/1/2022 pursuant to certain conditions.
Authorizes write-in voting. Allows voters to vote for declared candidates other than those listed on preprinted ballot through write-in voting procedure. Applies to elections conducted on or after 7/1/2022.
Authorizes and establishes procedures and criteria for prescriptive authority for clinical psychologists who meet specific education, training, and registration requirements. Requires the Board of Psychology to accept applications for prescriptive authority privilege beginning 7/1/2023. Requires the Board of Psychology to report to the Legislature prior to the Regular Session of 2022. Sunsets on 8/31/2026.
Requires final amendments not germane to an amended bill to have at least one vote in the Senate and/or House of Representatives prior to final approval.
Creates an exception to the exclusive right to compensation under workers' compensation law where COVID-19 is contracted by an employee whose employer failed to maintain adequate workplace protections against exposure to the novel coronavirus. Creates a presumption that COVID-19 has been proximately caused by an employer's failure to maintain adequate workplace protections against exposure to the novel coronavirus.
