Requires the department of education to establish rules for the procurement of goods and services related to the administration of food programs at public schools that incorporate a geographic preference for unprocessed locally grown and locally raised food products. Except for the provision relating to Hawaii products, exempts the department's food program from the Hawaii public procurement code.

Allows public school students in grades kindergarten through 12 to decline participation in dissection, vivisection, and other procedures harmful to animals. Requires schools to make alternative educational projects available, and the board of education to develop rules and give notice to all schools.
Encourages Hawaii corporations to make a commitment to social responsibility. Establishes a social responsibility corporate awards program within the department of business, economic development, and tourism to recognize corporations that have performed sustainable corporate practices. Requires the legislative reference bureau to conduct a study regarding socially responsible corporations in the State.
Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds definition of "green infrastructure". Requires the office of planning, in partnership with greenhouse gas sequestration task force, to submit a report to the legislature making recommendations for implementing the green infrastructure objectives, policies, and priority guidelines. Requires the Department of Education to implement a service-learning curriculum to develop student character, values, self-esteem, civic responsibility, financial literacy, and knowledge of local community issues and concerns though community service volunteer work. (SD1)
Authorizes government agencies to wheel electricity that is produced by their own facilities from renewable energy sources to another agency's facilities, subject to disallowance by the public utilities commission. (SD1)
Requires the family court to appoint counsel to indigent parents in foster care cases and make every effort to do so at the first hearing attended by the parent.
Establishes an offense of knowingly capturing, entangling, or killing a shark in state marine waters, and provides penalties and fines. Provides certain exemptions.
Adopts the code of fair campaign practices encouraging candidates to agree and pledge to conduct their campaigns consistent with the code.
Requires the thirty-day lapse or termination notices for long-term care policies to be sent by certified mail, priority mail, or commercial delivery service, or other method of delivery requiring proof of delivery.
