Repeals referral and reporting requirements for the Family Courts and the Department of Human Services that apply to cases in which a temporary restraining order is sought for alleged domestic abuse involving an incapacitated or minor family or household member.

Requires the Department of Education to provide hygiene products that support public health, such as toilet paper, menstrual products, and hand soap free of charge to all students on all public school campuses. Requires the State Public Charter School Commission to provide hygiene products that support public health, such as toilet paper, menstrual products, and hand soap free of charge to all students on all public charter school campuses. Makes appropriations.
Authorizes the Department of Health to allow a licensed dispensary to purchase up to three thousand grams of medical cannabis or manufactured cannabis products from another licensed dispensary to ensure ongoing qualifying patient access. Increases the allowable number of production centers and retail dispensing locations per dispensary license. Places certain limits on where qualifying patients can obtain medical cannabis or manufactured cannabis products after 12/31/22. Authorizes the Department of Health to set fee structures for the submission of applications for each additional production center and retail dispensing location and for dispensary-to-dispensary sales. Permits inspections of registered grow sites by Department of Health or law enforcement to verify compliance with cannabis plant limits for cultivation by qualifying patients. Limits dispensary-to-dispensary sales to those located on the same island, as long as federal law prohibits the transportation of medical cannabis over a body of water. Effective 7/1/2022.
Requires the Department of Transportation to amend its rules, and makes conforming statutory amendments, to lower the minimum age required for a commercial driver's license. Repeals the requirement that a person shall only operate category 3 vehicles to qualify to drive commercially in the State. Repeals the requirement that an application for a commercial driver's license or commercial learner's permit include intrastate driver certification.
Prohibits discrimination, including in advertisements for rental property, in rental transactions based on participation in a section 8 housing choice program or any permanent supportive housing program or requirements related to participation in these housing assistance programs. Appropriates funds.
Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Defines "green infrastructure". Requires the Office of Planning and Sustainable Development, in partnership with Greenhouse Gas Sequestration Task Force, to submit a report to the Legislature making recommendations for implementing the green infrastructure objectives, policies, and priority guidelines.
Requires the Department of Business, Economic Development, and Tourism to adopt minimum appliance efficiency standards for air purifiers, portable air conditioners, residential ventilating fans, portable electric spas, and uninterruptable power supplies sold or installed in the State that are substantially equivalent to existing appliance efficiency standards established by various states and the federal government.
Establishes the Tourism Destination Congestion Management Task Force to estimate the market price for entrance to popular public tourist sites, explore innovative methods to disincentivize congestion at popular public tourist sites, investigate feasible ways in which new technologies can be implemented to assist in destination management, evaluate methods in which collected revenues can be directed back into the maintenance of popular public tourist sites or surrounding communities, and determine the contribution residents make to tourist congestion. Repeals on June 30, 2024.
Grants certain emergency powers to the Department of Land and Natural Resources when certain conditions are met to facilitate quicker response and management efforts for controlling feral ungulate populations. Makes an appropriation to the Department of Land and Natural Resources for the Maui branch of the Division of Forestry and Wildlife to fund positions and purchase equipment necessary to address axis deer population management and control.
Allows a defendant who has been convicted of four misdemeanors in any business district or resort zoned area to be sentenced to a probationary term of geographic restriction not exceeding an unspecified number of years during which the defendant shall be prohibited from entering the district or area in which the acts occurred. Mandates imprisonment of thirty days for violation.
