RELATING TO MENTAL HEALTH LICENSING.

Requires psychologists licensed in the State to complete at least 3 hours of continuing education per licensing biennium on topics relating to cultural diversity, cultural competence, or health equity.

RELATING TO RENTAL DISCRIMINATION.

Prohibits discrimination, including in advertisements for rental property, in rental transactions based on participation in a section 8 housing choice program or any permanent supportive housing program or requirements related to participation in these housing assistance programs.

RELATING TO TOURISM.

Requires the Hawaii Tourism Authority, in collaboration with the Department of Land and Natural Resources, to implement and administer tourism related initiatives that are designed to educate visitors on the State's protected areas and wildlife, including public service announcement videos to be shown by transportation companies. Requires aircraft and vessel passengers to complete "Promise to Preserve and Protect Hawaii's Environment" declaration forms. Requires transportation companies to distribute and collect declaration forms for delivery to the Department of Land and Natural Resources.

RELATING TO ORGANIC WASTE.

Requires each county to incorporate into its next integrated solid waste management plan revision a plan to divert by 1/1/2025 all organic waste produced within the county by facilities generating more than a minimum amount of organic waste per year. Appropriates funds to reimburse the counties for incorporation of the new requirement into their plan revisions.

RELATING TO PROCUREMENT.

Provides additional guidance and updates the reporting obligations for state departments, including the department of education, pursuant to Acts 175 and 176 (SLH 2021), which established programmatic goals for the purchase and procurement of locally sourced products. Effective 1/1/2023.

RELATING TO TAXATION.

Exempts agricultural products, including produce, meat, and fish, from the general excise tax. Exempts over-the-counter drugs, medical supplies, and menstrual products from the general excise tax. Establishes a surcharge on the general excise tax and use tax for the sale or use of luxury cars.

RELATING TO BROADBAND SERVICE INFRASTRUCTURE.

Requires broadband service providers to annually disclose to the Broadband and Digital Equity Office certain broadband data and the street-level locations where it has deployed fiber cable.

RELATING TO FAMILY COURT.

Amends provisions relating to criteria and procedures in family court determinations regarding custody and visitation rights. Clarifies that a parent's felony conviction for a violent or sexual offense in which the victim was a minor, or requirement to register as a sex offender, raises a rebuttable presumption that custody or visitation by that parent is not in the best interest of the child. Requires courts to consider registration as a sex offender a presumption of risk that affects the burden of producing evidence. Requires courts to state reasons for findings in writing or on the record, including specific findings that there is no risk to the child's health, safety, and welfare. Requires nondisclosure of certain information when a court makes a finding of abuse or domestic violence against a parent.
