Proposes an amendment to Article I, Section 4, of the Constitution of the State of Hawaii to provide that the participation of non-natural persons in election activities and campaign finance activities may be regulated, restricted, or prohibited as provided by law.

Requires the Department of Education to establish a student bus fare rate system that includes free bus passes for students whose household qualifies the student for free lunch or reduced price lunch under the free and reduced price lunch program. Requires reports to the Legislature. Appropriates funds.
Establishes the Ombudsman's Office for Condominium Owners and Associations within the Department of Commerce and Consumer Affairs. Increases the biennial Condominium Education Trust Fund fee by $2.50 a year to pay for the ongoing costs of the Ombudsman's Office. Appropriates funds from the Condominium Education Trust Fund for establishment of the Ombudsman's Office.
By January 1, 2027, requires each law enforcement agency operating in the State to maintain a publicly available policy on the visible identification of law enforcement officers. Adds law enforcement officers to covered public servants who may request any government agency, person, or organization to not make publicly available on the Internet certain covered personal information.
Establishes a family caregiver tax credit for nonpaid family caregivers. Requires the Department of Taxation to submit annual reports to the Legislature. Appropriates moneys. The tax credit applies to taxable years beginning after 12/31/2026.
Directs the Department of Human Services to convene a working group to develop a statewide Kamaʻaina credit program to assist asset limited, income constrained, employed households to pay for essential living costs. Requires a report to the Legislature.
Restricts commercial helicopter tour operations over sensitive areas designated by the Department of Transportation through public process. Requires the Department of Transportation to enforce restrictions through a permit process, flight tracking, noise monitoring, complaint investigation, and the issuance of a civil penalty for each violation. Requires an annual report to the Legislature by the Department of Transportation.
Establishes within the Department of Health the KupunAloha program to provide in-home health care and support services to eligible participants who do not otherwise qualify for government assistance for these services. Appropriates moneys for the program.
Restricts transfer fees relating to sale or transfer of ownership charged by condominium associations and planned community associations. Requires associations to disclose certain estimated withholdings and pass-through charges.
Requires the Department of Health to develop and publish a state plan on hearing loss. Requires reports to the Legislature prior to the 2027 and 2028 Regular Sessions.
