RELATING TO REIMBURSEMENTS FOR STATE CONTRIBUTIONS.

Specifies exemptions for the University of Hawaii from sections 87A-39 and 88-125, Hawaii Revised Statutes, to enhance transparency and accountability regarding fringe benefit reimbursement exemptions under the cost-sharing agreement between the University of Hawaii and Department of Budget and Finance. RELATING TO AGRICULTURE.

Requires GoFarm Hawaii to provide the chairperson of the board of agriculture with an annual report of the program's goals and a semi-annual report outlining program outputs and outcomes. Establishes a five-year beginning farmer training program to be administered by the University of Hawaii West Oahu sustainable community food systems program. Appropriates funds for the GoFarm Hawaii program and the beginning farmer training program. Effective 7/1/2150. Repeals the beginning farmer training program on 6/30/2025. (HD1)

RELATING TO DEPOSIT BEVERAGE CONTAINERS.

Exempts a beverage dealer who is located in a high density population area from operating a redemption center if the dealer is located within 1 mile of a certified redemption center operated independently of the dealer. Requires the department of health to adjust the handling fees for the deposit beverage container program at least annually to an amount not less than the handling fee in the prior calendar year as adjusted by percentage changes in the Consumer Price Index for the Honolulu area. Effective 7/1/2050. (HD1)

RELATING TO STATE PROCUREMENT OF WIFI AND INTERNET SERVICES.

Requires all state and state funded facilities, with certain exceptions, to have internet computer and wireless access filters to restrict access to pornography sites. Exempts state-owned housing and dormitories. Effective 1/1/2050. (HD1)

RELATING TO MEDICAL SERVICE BILLING.

Establishes billing requirements for unanticipated medical billing and unanticipated coverage gaps of patients for out-of-network emergency services received from non-participating providers. Requires the Insurance Commissioner to refer certain disputes between insurers and non-participating providers to an independent dispute resolution entity for binding arbitration. Effective 1/1/2021.
