Grants exclusive original jurisdiction in matters of divorce to the family court of the circuit in which an applicant is domiciled at the time the application is filed. Repeals the requirement that a person be domiciled or physically present in the State for a continuous period of at least six months before completing a divorce. Effective 7/1/2050. (HD1)
Appropriates funds for the Department of Human Services to purchase, staff, and operate mobile clinics to serve homeless persons; provided that an unspecified number of the mobile clinics shall be allocated to the county with the largest land mass. Requires matching funds. Effective 7/1/2050. (HD1)
Establishes the micro enterprise assistance program on Hawaiian home lands revolving fund to provide grants and loans through the implementation by the Department of Hawaiian Home Lands of the micro enterprise assistance program to qualified native Hawaiians, native Hawaiian-controlled homestead associations, homestead association community development corporations, and Native Hawaiian community organizations with a demonstrated ability and history of making and administering loans and providing support to qualified native Hawaiians. Authorizes the Department of Hawaiian Home Lands to enter into a memorandum of agreement with the Department of Business, Economic Development, and Tourism to implement the program. Replaces the term "accident" with collision for purposes of certain provisions of the statewide traffic code. (SD1)
Includes use of a castration band to inhumanely neuter a dog, cat, or other pet animal, excluding caged birds, under the offense of cruelty to animals in the second degree. Effective 7/1/2050. (HD1)
Appropriates funds for imi hoola student stipends or for other imi hoola student support programs at the discretion of the department of Native Hawaiian health of the John A. Burns school of medicine. Effective 7/1/2051. (HD1)
Prohibits the owner of an animal, and the owner's employees, from performing any surgical procedure on the animal without being licensed as a veterinarian. Makes intentionally or knowingly performing any surgical procedure on a pet animal by any person not licensed as a veterinarian a class C felony. Specifies that accepted veterinary practices and cropping or docking as customarily practiced shall not be considered cruelty to animals in the first degree if performed by a licensed veterinarian.
