Increases the fireworks display permit fee from $110 to $150 and the fine for certain fireworks violations from $2,000 per violation to $5,000 per violation. Clarifies that each aerial device, display firework, or article pyrotechnic having a total weight of 25 pounds or less that is illegally imported, transferred, or sold constitutes a separate violation. Increases the penalty for removing or extracting the pyrotechnic contents.

Establishes ranked choice voting for special federal elections and special elections of vacant county council seats.
Requires the managing agent, resident manager, or board to keep an accurate and current list of each member of the association, and any vendee under an agreement of sale, including electronic mail addresses. Requires that a copy of the member list, including electronic mail addresses, shall be available, at cost, to any unit owner or owner's authorized agent, under certain circumstances.
Grants county agencies the right to enter property to investigate agricultural buildings for violations of and compliance with building permit and building code exemption requirements. (HD2)
Requires the Department of Public Safety to expend certain appropriated funds during fiscal year 2020-2021 solely for the community-based work furlough program for female inmates. Effective retroactively to 6/30/2020. (HD2)
Prohibits intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional air bag, or air bag that does not meet federal safety requirements, with the intent that such device replace an air bag in any air-bag-required motor vehicle. Prohibits intentionally or knowingly selling, offering for sale, installing, or reinstalling in an air-bag-required motor vehicle any device that causes the air-bag-required motor vehicle's diagnostic systems to fail to warn that an air bag is not installed or the air-bag-required motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional air bag, as applicable. Extends the emergency department homelessness assessment pilot program and medical respite pilot program to 06/30/2021. Clarifies the lapse date for encumbered resources for the pilot programs that were previously appropriated pursuant to Act 209, SLH 2018. Effective retroactively to 06/29/2019. (HD2)
