RELATING TO OFFENSIVE CYBERSECURITY.

Establishes an offensive cybersecurity program within the office of enterprise technology services to analyze and evaluate cybersecurity threats and increase cybersecurity awareness and education. Establishes a goal for all state and county agencies to identify and address vulnerabilities having a benchmark score exceeding 3.9 on the common vulnerability scoring system by 1/1/2026. RELATING TO MEDICARE SUPPLEMENT INSURANCE.

Requires the insurance commissioner to establish an annual enrollment period for medigap insurance plans. Requires issuers of Medigap insurance in the State to accept an eligible individual's application for coverage during the open enrollment period. Prohibits issuers from denying the applicant a Medigap policy or certificate or making any premium rate distinctions due to various reasons, including health status. Requires the insurance commissioner to amend or adopt rules accordingly. Effective 12/31/3000. (HD1)

RELATING TO THE PHYSICAL THERAPY COMPACT.

Adopts the physical therapy compact effective 7/1/3025. Requires the department of commerce and consumer affairs to adopt rules to implement and administer the compact. Requires applicants for physical therapist or physical therapist assistant licensure to submit a full set of electronic fingerprints for criminal history record checks and authorizes the department of commerce and consumer affairs to conduct these criminal history record checks. Appropriates funds. Effective 12/31/2050. (HD1)

RELATING TO CAREGIVERS.

RELATING TO TAXATION.

Temporarily reinstates the technology infrastructure renovation tax credit. Expands the definition of "technology-enabled infrastructure" to include data servers. Requires a report from the department of taxation analyzing the tax implications for specified exemptions and exclusions from chapters 237 and 238, HRS. Effective 6/30/3000. (HD1)

RELATING TO MEDICAL CANNABIS.

RELATING TO TELECOMMUNICATION.

Requires the comptroller to identify state office buildings that can provide equitable telecommunication access to allow certain residents, including residents with disabilities, to participate remotely in legislative hearings. Requires a report to the legislature. Effective 6/30/3000. (HD1)

RELATING TO HEALTH.

Authorizes advanced practice registered nurses, in addition to physicians, to practice medical aid in dying in accordance with their scope of practice and prescribing authority. Authorizes psychiatric mental health nurse practitioners, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient. Reduces the mandatory waiting period between oral requests from twenty days to five days. Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period, under certain conditions. Effective 12/31/2050. (SD1)
