RELATING TO OFFENSES AGAINST PROPERTY RIGHTS.

Creates the offense of criminal property damage to a public restroom if a person intentionally or knowingly damages a toilet, urinal, bathroom stall, mirror, or sink so as to render it unusable. Defines public restroom. Establishes penalties. Takes effect on 1/7/2059. (SD1)

RELATING TO LICENSED PROFESSIONALS.

Requires the department of commerce and consumer affairs to post the business address and business phone number of each licensed professional on its public website.

RELATING TO ENERGY STORAGE.

Provides an investment income tax credit for energy storage property that receives, stores, and delivers energy. Requires DOTAX and DBEDT to submit annual reports to the legislature regarding the energy storage income tax credit. Requires DBEDT to complete a study on the impacts and benefits of the tax credit and its contribution to the State reaching its energy goals. Applies to taxable years after 12/31/16.

RELATING TO SPECIAL MANAGEMENT AREAS.

Adds a new definition of parked lunch wagons or food trucks to apply in special management areas. Amends the definition of development in a special management area to include placement of any structure. Amends the definition of structure in relation to shoreline setbacks to include parked lunch wagons or food trucks.

RELATING TO AGRICULTURAL BUILDINGS.

Grants county agencies the implicit right to enter property to investigate agricultural buildings and structures for violations of and compliance with building code exemption qualifications. (SD1)

RELATING TO INSURANCE.

Clarifies that a mutual benefit society shall maintain a minimum net worth calculated based on gross annual premium revenues and gross annual health care expenditures. Requires gross annual premium revenues and gross annual health care expenditures to be reduced by the total amount ceded to reinsurers, provided that the reinsurance credit complies with credit for reinsurance requirements. RELATING TO UNDERGROUND STORAGE TANKS.

Requires, on or before 9/1/2018, that the department of health adopt rules for underground storage tanks and tank systems to conform with certain federal regulations and that include additional requirements for field-constructed underground storage tanks and tank systems. (SD1)

RELATING TO MOPEDS.

Prohibits the owner of a moped or a moped dealer or repair shop from modifying a moped, including removing a speed limiter, to increase the top speed and horsepower. Makes current fine applicable to moped owners. Increases penalty to a petty misdemeanor fine for a moped dealer or repair shop. Clarifies a moped dealer or repair shop will not be fined unless the dealer or shop is the entity that makes the modification. (SD1)
