Establishes transit oriented development community development districts. Authorizes the Hawaii community development authority to plan and develop infrastructure capacity at each of the transit stations established as transit oriented development community districts. Requires the authority to plan and develop infrastructure for state owned land surrounding one of the following rail stations: Aloha stadium, Kalihi, Iwilei, or leeward community college. Allows the authority to enter into public private partnerships.
Amends the cesspool upgrade, conversion, or connection income tax credit for taxable years beginning after 12/31/17 to: make the tax credit refundable; disallow the tax credit for taxpayers whose federal adjusted gross income exceeds certain amounts; expand the criteria for cesspools that qualify for the tax credit; and extend the sunset date to 12/31/2022. Requires that all cesspools in the State be upgraded or converted to septic or aerobic treatment unit systems or connected to sewer systems by 01/01/2050. Establishes a grant program to assist with cesspool upgrade or conversion costs. Appropriates funds for the grant program. Requires the department of health to develop guidelines for the mandatory disclosure of cesspools on real property. (SD1)
Allows the owner of a vehicle to receive a refund for a proportional amount of the annual tax paid if certain conditions are met. Specifies that the owner of a vehicle who pays the annual registration tax shall not be required to pay the tax again on a subsequent vehicle acquired within the annual tax period if the owner transfers the same number plate to the subsequent vehicle. Imposes a fee of $20 for the transfer of the plates.
Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit by providing additional tax credit options for payroll costs and 35 percent of qualified production costs for qualified productions employing local workers in a county with a population of 700,000 or less; permitting the option of offering the State an alternative marketing opportunity; adding new verification and reporting requirements; and extending the repeal of the tax credit until January 1, 2024. Authorizes health care providers under the state medicaid program to ask about supplemental nutrition assistance program (food stamp) participation on medicaid certification and re-certification forms.
Clarifies that moneys in the bikeway fund may be expended for expenses incurred by the counties in issuing certificates of inspection for mopeds and related enforcement.
Exempts gross income from agricultural commodities sold directly to consumers from the general excise tax up to a limit of $50,000 per year. (SD1)
Exempts qualifying patients who are veterans of the United States military from medical marijuana registration fees.
Requires the Department of Public Safety in collaboration with county and state agencies and, upon request of the inmate, to issue civil identification cards to the inmate and to assist the inmate in obtaining the inmate's birth certificate, social security card, and other relevant identification necessary for successful reentry into society.
