Removes the limit on the number of board members allowed to have private discussions regarding the selection of the board's officers.

Beginning on January 1, 2018, requires that any person who is eligible to vote and applies for a new or renewed motor vehicle driver's license, provisional license, instruction permit, limited purpose driver's license, limited purpose provisional driver's license, limited purpose instruction permit, or identification card shall be automatically registered to vote if that person is not already registered to vote; provided that upon receipt of notification from the respective county clerk the applicant shall have twenty-one calendar days to opt-out of automatic voter registration. Makes an appropriation.
Allows boards to file notice of public meetings with the office of the lieutenant governor or appropriate county clerk's office via electronic mail.
Makes an appropriation to the Department of Health for the full-time equivalent fall prevention and early detection coordinator position established by Act 153, Session Laws of Hawaii 2014. (SB536 HD1)
Prohibits electric utilities from installing power connections or transferring accounts or services without owner or occupant consent.
Requires notice be given to certain county agencies at least 30 days prior to construction or installation of certain agricultural buildings and structures that are exempt from building permit and code requirements. Imposes a fine of $100 per day of violation if construction or installation begins within 30 days of notice.
Requires all fishing nets used in state marine waters to be registered and tagged as specified by the department of land and natural resources. (SD1)
Requires public schools to obtain written caregiver consent before a student shall participate in dissection, vivisection, and other procedures harmful to animals. Allows public school students in grades K through 12 to decline participation in dissection, vivisection, and other procedures harmful to animals. Requires schools to make alternative educational projects available, and the board of education to develop rules and give notice to all schools.
Requires that any person appointed as State Sheriff by the Director of Public Safety shall have a minimum of five years of combined prior law enforcement experience.
Authorizes a terminally ill adult with the capacity to make an informed health care decision to request a prescription for aid in dying medication from their attending physician to facilitate a peaceful death. Establishes that an attending physician determines a terminally ill adult's capacity to make an informed health care decision. Establishes that medical aid in dying does not constitute euthanasia, suicide, homicide, elder abuse or neglect, or cause a person to be considered a danger to self. Protects physicians who assist patients in obtaining aid in dying medication from civil or criminal liability. Makes it a felony to coerce an individual to request medication for the purpose of ending his or her life or to conceal a rescission of such request.
