Provides a bidder of a public works construction project with two working days after the closing of bids to provide the name of each joint contractor or subcontractor and the nature and scope of the work to be performed by each joint contractor or subcontractor.
Requires the University of Hawaii at Manoa to provide its nonsupervisory blue collar employees in collective bargaining unit (1) and supervisory blue collar employees in collective bargaining unit (2), or one of their family members, with tuition waivers comparable to the tuition waivers provided to faculty and their family members. Requires, in places of public accommodation, a ratio of one electric vehicle parking stall per 100 stalls by 2018 and a ratio of two electric vehicle parking stalls per 100 stalls by the year 2023. Designates the appropriate county authority having jurisdiction over planning and permitting for enforcement. Specifies procedures for enforcement.
Appropriates funds to the department of labor and industrial relations for the K-12 agriculture workforce development pipeline initiative.
Allows the owner of a vehicle to receive a refund for a proportional amount of the annual tax paid if certain conditions are met. Specifies that the owner of a vehicle who pays the annual registration tax shall not be required to pay the tax again on a subsequent vehicle acquired within the annual tax period if the owner transfers the same number plate to the subsequent vehicle. Imposes a fee of $20 for the transfer of the plates.
Appropriates funds for a state civil service position to effectively track and monitor funds and expenditures related to habitat conservation plans and perform other tasks to benefit the recovery of threatened and endangered species.
Makes an appropriation for fiscal years 2017-2018 and 2018-2019 for na ala hele to improve access to and maintenance of state controlled recreational trails statewide. (SD1)
Establishes transit oriented development community development districts. Authorizes the Hawaii community development authority to plan and develop infrastructure capacity at each of the transit stations established as transit oriented development community districts. Requires the authority to plan and develop infrastructure for state owned land surrounding one of the following rail stations: Aloha stadium, Kalihi, Iwilei, or leeward community college. Allows the authority to enter into public private partnerships.
Requires medical facilities filing for bankruptcy to inform every patient or former patient by written notice prior to filing for bankruptcy that the patient or former patient is entitled to a copy of the patient's or former patient's own medical records at no charge. Requires the medical facilities to provide a paper or electronic copy of the medical records to the patient or former patient upon request.
Appropriates moneys for twelve permanent full-time equivalent positions in the vector control branch of the department of health.
