Removes the limit on the number of board members allowed to have private discussions regarding the selection of the board's officers.
Establishes the Technical Literacy for Incarcerated Individuals Pilot Program to be administered in one men's and one women's correctional facility in the State. Appropriates funds.
Increases the rates for certain conveyance tax categories. Increases the percentage of conveyance tax to be paid into the rental housing revolving fund for the financing of affordable rental housing development. Repeals the statutory cap on the disposition of conveyance taxes dedicated for deposit into the rental housing revolving fund. (SD1)
Establishes pesticide buffer zones for sensitive areas beginning on July 1, 2018. Establishes penalties for violations. Requires the Department of Agriculture, based on input from the Advisory Committee on Pesticides, to adopt rules that determine amounts, distances, and wind speeds relating to pesticide buffer zones, within 18 months of the effective date. Authorizes the issuance of general obligation bonds for construction and infrastructure development projects to provide affordable housing units for middle class and low income residents. Allows moneys from the conveyance tax and the county surcharge on state tax to be used to repay the bonds.
Requires all fishing nets used in state marine waters to be registered and tagged as specified by the department of land and natural resources. (SD1)
Authorizes the issuance of general obligation bonds for the planning, design, and construction of a visitor and interpretive center at Diamond Head State Monument. Requires the department of land and natural resources to seek funds.
Appropriates funds to the department of education for completing the planning, design, and construction for the second phase of the new high school in Kihei, Maui.
Requires health care facilities to use transport services from an air ambulance that is contracted with the patient's health carrier when transferring the patient to another health care facility via air ambulance, except under certain conditions. Requires notification if a non-contracted air ambulance service is utilized. (SD1)
Requires the Hawaii housing finance and development corporation to coordinate with other state agencies to develop lands owned or administered by the State within one mile of transit station sites. Requires that developments on parcels or groups of contiguous parcels of state land with an area of at least ten acres include a certain percentage of affordable housing units reserved for residents or families at specific income levels.
