RELATING TO COUNTY VEHICULAR TAXES.

Allows the owner of a vehicle to receive a refund for a proportional amount of the annual tax paid if certain conditions are met. Specifies that the owner of a vehicle who pays the annual registration tax shall not be required to pay the tax again on a subsequent vehicle acquired within the annual tax period if the owner transfers the same number plate to the subsequent vehicle. Imposes a fee of $20 for the transfer of the plates.

RELATING TO MEDICAID PROVIDERS.

Authorizes health care providers under the state medicaid program to ask about supplemental nutrition assistance program (food stamp) participation on medicaid certification and re-certification forms.

RELATING TO REAL PROPERTY.

Clarifies that projects that contain a combination of time share interests, transient vacation rentals, and private residential units located in the same project are required to provide basic documents that will enable an owner to sell the owner's time share interest. Specifies that a plan manager of a time share owners association or vacation club board of directors must provide specific information to owners regarding candidates for election to the board of directors within thirty days prior to the election and shall not have a controlling interest on the board of directors. RELATING TO ELECTRIC VEHICLES.

Requires the department of transportation to install and operate public electric vehicle charging systems on Kauai, Maui, Molokai, and the Island of Hawaii. Appropriates moneys to fund installation and operation of the electric vehicle charging systems.

Increases the fines for violations associated with a person operating a vehicle after the person's license and privilege has been suspended or revoked for operating a vehicle under the influence of an intoxicant.

RELATING TO THE CONVEYANCE TAX.

Increases the rate of real estate conveyance tax for properties with a value of at least $2,000,000. Amends the calculation for the amount of conveyance taxes to be deposited into the rental housing revolving fund.

Requires the John A. Burns school of medicine to convene a working group to discuss nutrition and lifestyle behavior for the prevention and treatment of chronic disease. Requires a report to the legislature prior to the convening of the regular session of 2019.
