Requires the Hawaii Tourism Authority to develop a list of unit addresses, including housing units and rental units marketed to the visitor industry for occupancy and to post the list on its website.

Establishes the department of airports. Transfers the airport and aeronautics functions of DOT to the department of airports by the established transfer completion date agreed upon by the director of airports, the director of transportation, and the governor. Appropriates funds.
Amends Hawaii Revised Statutes and Hawaii Administrative Rules to substitute references to "marijuana" with "cannabis". Reschedules cannabis from a schedule I drug to a schedule III drug.
Mandates the Department of Agriculture to take precautionary measures to anticipate, prevent, or minimize the adverse effects of biotechnology and genetic engineering.
Requires a biotechnology company that sells a genetically modified animal, plant, or seed that the company knows or has reason to believe will be used to produce an agricultural commodity to provide written disclosure of possible risks from the use of such an organism; written notice does not waive any liability a biotechnology company may have toward a purchaser.
Establishes an application screening fee that a landlord may charge an applicant to obtain information about the applicant and establishes the applicant's right to review the credit report obtained by the landlord if the applicant paid the application screening fee.
Requires a percentage of units in a housing development on public land or real property in a county-designated transitoriented development zone and under the control of the Board of Land and Natural Resources, the Hawaii Housing Finance and Development Corporation, or the Hawaii Community Development Authority to be sold or rented to low-income residents. Applies only to transfers of a leasehold interest in the public land or real property.
Allocates a portion of the conveyance tax revenues to the rental assistance revolving fund to be used to subsidize rents for persons who meet certain income requirements. Authorizes moneys in the rental assistance revolving fund to be used to finance the costs of environmental assessments and environmental impact statements for eligible affordable housing projects. Increases the availability of the income tax credit for low-income household renters, and makes adjustments to that credit annually based on inflation. Makes the state earned income tax credit refundable and changes the amount of the credit to an unspecified percentage of the federal earned income tax credit. Requires that real estate investment trusts file returns reporting their shareholders' pro rata shares of net income and net income attributable to this State. Provides for composite returns and requires withholding for those shareholders who do not agree to file returns or pay tax on their pro rata share of net income attributable to this State.
Exempts certain affordable housing projects from environmental impact statements. Expands general excise tax exemption to also exempt rental income for management of certain affordable housing projects. Requires Hawaii housing finance and development corporation to annually re-certify general excise tax exemption for rental income for management of certain affordable housing projects.
Authorizes the issuance of general obligation funds to be appropriated to the Dwelling Unit Revolving Fund to allow the Hawaii housing finance and development corporation to finance various housing development and infrastructure projects.
