Requires the Comptroller and State Librarian to identify state office buildings, including state libraries, that can provide equitable telecommunication access to allow certain residents, including residents with disabilities, to participate remotely in legislative hearings and estimate the costs and resources, including additional staffing, to effectuate this purpose. Allows the Comptroller and State Librarian to partner with the University of Hawaii in performing these tasks. Requires a report to the Legislature. Effective 1/1/2525. (SD1)

Establishes a temporary Medi-Medi Project within the Hawaii State Health Insurance Assistance Program administered by the Executive Office on Aging to assist older adults, Medicare beneficiaries, individuals with disabilities, and other underserved populations who may qualify for various low-income subsidy programs to gain access to their benefits. Requires the Executive Office on Aging to submit reports to the Legislature. Appropriates funds.

Requires the Department of Business, Economic Development, and Tourism, to establish a comprehensive action plan under the "Yes In My Back Yard" Working Group to establish a local housing market in Hawaii. Appropriates funds. Effective 7/1/2050. (SD2)

Requires property insurers to offer discounts on a condominium association's annual insurance premium if the association adopts specific risk mitigation upgrades or develops comprehensive disaster response plans. Requires property insurers of condominiums to base premium increases on actuarial justifications that reflect actual risk reduction resulting from upgraded fire safety improvements installed in conjunction with a building fire and life safety evaluation. Requires property insurers of condominiums to justify premium increases above ten per cent. Requires property insurers of condominiums to publicly report premium increases each year. Effective 7/1/2050. (SD2)

Establishes a refundable Family Caregiver Tax Credit for nonpaid family caregivers. Requires the Department of Taxation to report to the Legislature before the convening of each Regular Session.

Establishes the Hawaii Civics Collaborative within the Department of Accounting and General Services to promote civics engagement and perpetuate the Aloha Spirit. Requires the Department of Education, University of Hawaii Matsunaga Institute for Peace, Public Access Room, and other community organizations to facilitate civic engagement education statewide. Establishes two full-time equivalent (2.0 FTE) civic education specialist positions within the Department of Education. Appropriates funds.
